The Project consists of the reconstruction of and improvements to Green Street (Ford St. to 4th St.), Mill Street (4th St. to Front St.), Bush Street (9th St. to Union St.) and (Rambo St. to 4th St.), Grove Street (Holstein St. to 4th St.), 7th Street (Dekalb St. to Ford St.), 8th Street (Dekalb St. to Ford St.), and 9th Street (Dekalb St. to Grove St.), involving reconstruction of the roadway as well as milling and overlaying of the roadways. This project is financed in part by Montgomery County through a Community Development Block Grant. The Project Work will be performed under one Contract as follows: 2019 STREET PAVING PROJECT Each Bid shall be accompanied by a certified check, bank money order, or a Bid Bond in an amount not less than 10 percent of the Bid total, payable to the Owner in accordance with the Instructions to Bidders. This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly 2019 Street Paving Project 00110-2 Advertisement for Bids 052455.151 A(C)Gannett Fleming Inc. 2019 persons who are recipients of HUD assistance for housing. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Laws and regulations applicable to this Contract include the following: U.S. Department of Labor Federal Wage Determination Decision as included in the Contract Documents Executive Order 11246, entitled Equal Employment Opportunity, as amended by Executive Order 11375, and as supplemented in Department of Labor regulation (41 CFR Part 60) The successful bidder will be required to provide performance bonds and payment in the amount of 100% of the successful bid amount. All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status or national origins; and, that the statutes and regulations of federal and state law regarding non-discrimination are met.
