Site work for a water / sewer project in Johnstown, Pennsylvania. Completed plans call for site work for a water / sewer project.

* * As of 11/08/2019 The project hasn't been awarded yet. A timeline for award is not yet established. Work included in the project: Rehabilitation of 519 manholes, installation of 10 new manholes, 1,060 lateral reconnections with or without viewports, and replacement, lining, or pipe bursting of 23,181 linear feet of existing 8", 10", 12", and 18" diameter sewer mains. Each bid shall be accompanied by a certified check, a cashier's check or the bid bond of an approved Surety Company, in an amount of not less than ten (10%) percent of the amount of the proposal. Check or bond shall be drawn in favor of the "Borough of Westmont". No bidder may withdraw his bid for a period of one hundred twenty (120) days after the date set for the opening of bids. The Contractors attention is specifically directed to the fact that the anticipated start date of work will not be before September 30, 2019. The Contractor shall state in his Bid Form, the exact number of working days required to fully and finally complete the work. Work shall be started on the project not later than ten (10) days after notification by the Owner or Engineer to start work. The entire work shall be completed, ready for use, by June 30, 2021. No less than the minimum wage rates included in the project specifications shall be paid to all workers on the project. The project is funded by Pennvest and all requirements of Pennvest must be adhered to specifically related to payment of invoices. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 30, et al., through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. The Owner reserves the right to waive any informalities in bids, or to reject any or all bids.
