Site work and outdoor lighting for a road / highway in La Canada Flintridge, California. Completed plans call for site work for a road / highway.
The work to be done consists of furnishing all labor, materials, equipment, tools, and incidentals, as required by the Plans(Drawing No. 1144, Sheets 1 to5) Specifications, and Contract Documents. The general items of work consist of the modification and upgrade of the traffic signals along Foothill Boulevard at Hillard Ave, Commonwealth Avenue, Gould Avenue and Hampton Road. Clean up and leave in an operable and acceptable condition all the work and other items not mentioned that are required by the Plans and Specifications. Each bid shall be made on the proposal form furnished by the City and shall be in accordance with the Plans, Specifications, and Contract Documents and shall be accompanied by a certified check, cashier's check, or bidder's bond, payable to the City in a sum not less than ten percent (10%) of the amount of the bid, as a guarantee that the bidder will enter into the contract for the work, the full amount of such guarantee to be forfeited to the City should said bidder fail to enter into said Contract. The successful bidder will be required to furnish a Faithful Performance Bond in the amount of not less than one hundred percent (100%) of the contract price, and a Labor and Material Bond in an amount of not less than one hundred percent (100%) of the contract price, said bonds to be underwritten by sureties qualified to do business in the State of California, preferably carrying a rating of A orbetter, in the current edition of Bests Insurance Guide. ENGINEER'S ESTIMATEBASE BID: $235,000to$275,000 All queries related to the Project shall be submitted electronically to the City Engineer at cityengineer@lcf.ca.gov, nolater thanJanuary27, 2022. All Addenda, if any, will ONLY be posted on the City'swebsite. It shall be the Bidder's responsibility to check the City'swebsite for any addenda. Any questions shall be directed to the Public Works Department at (818) 790-8882. All bidders shall be licensed in accordance with provisions of the Business and Professions Code and shall possess a State Contractor's license, Class A, at the time of bid submittal. The successful Contractor and his subcontractors will be required to possess business licenses from the City. LIQUIDATED DAMAGES.In the event the contractor did not complete the work within the above specified time, liquidated damages in the amount of One Thousand and Five Hundred Dollars ($1,500.00)per working day, as specified in the Special Conditions, shall be paid by the contractor to the City for each working day in excess of the specified time. PAYMENT RETENTION. A payment retention of 5% will be applicable in this contract. The Contractor may elect to receive 100 percent of the payments due under the contract without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 4590 of the Government Code. Said securities if deposited by the Contractor shall be valued by the City whose decision shall be final.DISADVANTAGE BUSINESS ENTERPRISE (DBE) PARTICIPATION. Pursuant to Federal Law, bidders shall comply with all DBE requirements, as described in the Specifications. The DBE Goal for this Contract is10%.Bidders must ensure that DBE's have the opportunity to participate in the performance of the work under this Contract and should take all necessary and reasonable steps for this assurance. CONFLICT OF INTEREST. In the procurement of supplies, equipment, construction, and services by sub-recipients, the conflict of interest provisions in 24 CFR 85.36, OMB Circular A-110, and 24 CFR 570.611 shall apply. No employee, officer, or agent of the sub-recipient shall participate in the selection, award, or administration of a contract supported by federal funds if a conflict of interest, real or apparent, would be involved.PREVAILING WAGES. Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Pursuant to the provisions of the California Labor Code Section 1773.2, the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to execute the Contract shall be those determined by the Department of Industrial Relationsof the State of California, which are set forth on their website: http://www.dir.ca.gov/DLSR/PWD; but are not printed in the Specifications; these rates are subject to predetermined increases. It shall be mandatory upon the contractor and any of subcontractor under him to pay not less than the higher of the Federal and the State prevailing wage rates to all workers employed by them in the execution of the work. The applicable Federal prevailing wage rates arethose that are in effect ten (10) calendar days prior to bid opening date, as set forth on the U.S. Department of labor website are not printed in the Specifications. Lower State wage rates for work classifications not specifically listed in the Federal wage decision are not acceptable. LABOR CODE CONCERNING APPRENTICES. Attention is directed to the provisions of Sections 1777.5 and 1777.6 of the Labor Code, concerning the employment of apprentices by the Contractor or any OF ITS subcontractors. The Contractor and any of its subcontractor shall comply with the requirements of said sections in the employment of apprentices. It shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements.Information relative to apprenticeship standards and administration of the apprenticeship program may be obtained from the Department of Industrial Relations, California, or the Division of Apprenticeship Standards and its branch offices.CITY'S RIGHTS RESERVED. The City reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the City. No bidder may withdraw his bid for a period of thirty (30) days after the bid opening.
