Bids for a Consent Decree (CD) Project known and identified as CD 2.01(7) Electrical Improvements - Substations 7A, 8A, 9A, 10A, Contract No. S-943. Bids/Proposals must be submitted in a sealed envelope along with the Certificate of Assurance (COA) and must have printed on the outside the name of the Bidder, the business address, the name and number of the project for which the bid is submitted, and the date of the bid opening. The County reserves the right to postpone or cancel the bid openingat any time prior to the scheduled opening of bids. Note Bidders must: a. Submit a completed, signed and notarized Certificate of Assurance (COA) along with the Bid Submittal Package (included in this solicitation package); b. Place the completed COA on top of the bid package so that it can be readily identified by the Department during the bid opening. By submitting a completed COA, the bidder acknowledges the Small Business Enterprise (SBE) measures applied to the project and agrees to submit, upon notification by SBD or the Miami-Dade County Business Management Workforce System (BMWS), a Utilization Plan via BMWS listing all certified SBE subcontractor(s) to be utilized to satisfy the measures on the Project, indicating the percentage of work and the description of the work to be performed (pursuant to the firms certification), within the specified time frame. All SBEs listed in the Utilization Plan will be required to confirm their subcontractor agreement via BMWS, within the specified time frame, before the Utilization Plan may be submitted to SBD for approval. All subcontractors must be certified SBE-CON firms. A Mandatory Pre-bid Conference Will Be Held at the Miami-dade Water and Sewer Department's Douglas Headquarter Building, 3071 Sw 38 Ave., Miami Fl 33146, in Conference Room 156a, on October 23, 2019. The Meeting Will Begin at 10:00 a.m. Or Shortly Thereafter. A Mandatorty Site Visit Will Be Held at the Central District Wastewater Treatment Plant at 10:00am on Thursday, October 26, 2019, in Which Bidders Shall Assemble at the Administration Building at the Plant. Since the Plant is a Facility With Restricted Access, Bidders Are Encouraged to Attend This Event, as Another Site Visit May Not Be Allowed. The Bid Proposal must be accompanied by a bid security in an amount not less than five percent (5%) of the total bid. The bid security can be in the attached Prescribed Bid Bond form, which shall be executed by the Bidder and a qualified Surety, satisfactory and payable to the Miami-Dade County, Florida, Board of County Commissioners. The bid security can also be in the form of a certified check or cashiers check on a solvent national or state bank. The Project is subject to the requirements of Miami Dade County Code (County Code) Sec. 10-33.02. - Small Business Enterprise Construction Services Program and Administrative Order 3-22 whereby it has been determined that subcontractor goals must be included in the Contract. The Small Business Enterprise - Construction goal is 13.01% and the Small Business Enterprise - Goods goal is 3.02% which is based on the construction estimate plus the 10% Contingency Allowance. The Community Workforce Program (CWP) is not applicable to this project. Miami-Dade County has entered into a Consent Decree with the United States, Environmental Protection Agency, the State of Florida, and Florida Department of Environmental Protection (collectively Regulatory Agencies), to remediate its aging wastewater infrastructure that was approved by the United States District Court for the Southern District of Florida, Case No. 1:12-cv-24400-FAM. This project is intended to satisfy the requirements identified in the Consent Decree in Appendix D as CD Project 2.01(7). This project is one in a series of projects that are being processed under County Code Section 2-8.2.12, entitled Miami-Dade Water and Sewer Department Consent Decree and Capital Improvement Programs Acceleration Ordinance. In general, the project consists of the construction of new electrical substation buildings for substations 7A, 8A, 9A and 10A located within the Central District Wastewater Treatment Plant (CDWWTP), located at 3989 Rickenbacker Causeway in Virginia Key, Florida. The scope of work includes, but is notlimited to, furnishing all materials, labor, and equipment necessary for new electrical substation building for Substations 7A, 8A, 9A and 10A. The substations provide power for the processes at the Oxygen Generation Plant 2 Building. The electrical improvements consist of removing the existing substation transformers within the existing building and installing new transformers and electrical gear within a new Substation Building. Demolition will include the removal and disposal of the existing substation transformers and equipment associated with existing substations 7A, 8A, 9A, 10A and the existing motor starter cubicle for Compressor No. 3. In addition, the existing 1,500 HP motor will be removed and turned over to the owner and replaced with a larger owner furnished motor. General site civil work will include all grading, paving, drainage, utilities and pavement restoration. A driveway will be provided along with two on-site parking spaces. Utilities to be provided includes a water service line to be provided to the new building for cooling tower operation. The walls of the new building will consist of concrete masonry unit blocks with concrete cast-in-place columns supporting the roof loads. The roof will consist of pre-cast concrete joists connected to the concrete columns. The roofing will consist of SBS modified bituminous membrane. The columns and floor slabs will carry the loads to grade beams and pile caps, which then transmit the loads to auger cast-in-place (ACIP) concrete piles, which form part of the building's foundation system. The new building will be designed to comply with sea level rise and storm surge design criteria for the CDWWTP which require all critical facilities to be placed at or above a finished floor elevation(FFE) of 20.9 NGVD. In addition, major portions of the work also includes: 1. Installation of new 15 KV feeder cables from Main Switchgear Building to the new substation transformers T-7A, T-8A, T-9A and T-10A that will be located in the new Substation Building 2. Installation of two (2) new, less-flammable, liquid filled, indoor transformers for substation 7A and 8A each rated at 13.2KV-2400/4160V, 2000KVA to replace the existing transformers. The transformers will be anchored to the concrete pads. 3. Installation of new 15 KV primary fused switch units for each new substation transformer 7A and 8A. 4. Installation of two (2) new 4160V solid state reduced voltage starters with required interlocks between each such that only one starter can be operational at given time. 5. Installation of a new 1750HP, 4160V compressor motor on Compressor No. 3. motor (to be Owner-furnished). 6. Installation of two (2) new, less-flammable, liquid filled, indoor transformers for substation 9A and 10A each rated at 13.2KV-277/480V, 1500KVA to replace the existing substation transformers. The transformers will be anchored to concrete pads. 7. Installation of a new 15 KV primary fused switch units for each new substation transformer 9A and 10A. 8. Installation of a new arc-resistant, double-ended,480V draw-out switchgear lineups with Main-Tie-Tie-Main configurations for Substations 9A & 10A. 9. Installation of a new 480V feeder cables from the new switchgear to MCC-4 and MCC-6 using the combination of existing ductbank/conduits and required duct bank extensions. 10. Installation of a new arc-resistant, double-ended, low voltage (480V), motor control center with Main-Tie-Tie-Main configuration to feed the 480V HVAC motor loads. 11. Installation of a new power panels, lighting transformers and lighting panels in the Switchgear Room to support building auxiliary loads. 12. Installation of a new LED lighting fixtures inside and outside of the new substation building. 13. Installation of lightning protection system for the new substation building. 14. Installation of a new fire alarm system with Fire Alarm Control Panel. 15. Each of the transformer rooms and switchgear rooms shall be provided with two water-cooled heat pump air conditioning (AC) units. Each set of AC units will be tied to individual cooling towers for each room. Each room will also have one Purafil air filtration unit 16. Instrumentation work includes installing an owner furnished Remote I/O panel which will receive all signals originating at the new Substation Building, including new signals from power monitoring equipment. The new Remote I/O panel will communi cate with the existing remote telemetry unit (RTU) in the Oxygen Generation Plant 2 Building. It is Miami-Dade Water and Sewer Departments intent to obtain a completely functional and satisfactory installation under this project, and any items of labor, equipment or materials which may be reasonably assumed as necessary to accomplish this and shall be supplied whether or not they are specifically shown on the plans or stated in the specifications. The Contractor shall provide all sheeting, shoring, bracing and all other labor, material or equipment required to preclude damage to, or loss of functionality of, any existing facility or system. The construction time from Notice to Proceed is 395 consecutive calendar days to Substantial Completion and 455 consecutive calendar days to Final Completion. The County has allocated certain funds for this project. Should the amounts bid exceed expected levels, the Department reserves the right to either reduce quantities and/or delete elements of the work while proceeding at the prices bid, or reject bids and re-advertise at its sole option. One of the following licenses is required: State General Contractor, General Engineering Contractor and/or other categories as applicable by Chapter 489 of the Florida Statutes or County Code Chapter 10. (See Instruction to Bidders, Section 13). Also see SP 1.0 of the Special Provisions and Section 01 10 00 Summary of Work for additional bidder qualifications and minimum construction experience requirements to be provided at bid submittal. Bidders shall demonstrate relevant minimum experience by submitting proof with their bid contract experience as required below: The contractor is hereby advised pursuant to Miami-Dade County Resolution R-1395-05 and County Code Section 2-1701, Contractors involved in the construction of improvements on County property must post a notice of job opportunities with the Miami-Dade County Job Clearinghouse. Contractors with job openings must complete a Notice of Job Opening form and submit to the Small Business Development (SBD) Division of Internal Services Department (ISD) for posting. The job vacancy notices should be delivered within ten (10) working days following award of the contract and whenever a job opening occurs. Pursuant to County Code Section 2-11.1 (t), a "Cone of Silence" is imposed upon RFP's, RFQ's or bids after advertisement and terminates at the time the County Mayor issues a written recommendation to the Board of County Commissioners or authorizes an award subject to Miami Dade Code County Code Section 2-8.2.12. The County has an initiative to provide construction labor employment and training opportunities for Miami-Dade residents through Employ Miami-Dade initiative. Bidders are hereby advised that pursuant to Article 6D of the General Terms and Conditions, the Contractor is required to perform not less than twenty-five percent (25%) of the work, not inclusive of materials purchased, with his/her own form. The Contract is subject to review and audit by the Office of the Miami-Dade County Inspector General (IG) and further information is specified in the Instruction to Bidders and General Terms and Conditions. The cost of mandatory random audits by the Miami-Dade County IG is 1/4; of one percent of the Contract price and shall be incorporated into the Contract price by the Bidder. The Department will deduct from each progress payment 1/4; of one percent of that payment to fund the Office of the Miami-Dade County Inspector General. This Project is subject to the requirements of County Code Section No. 2-8.5 of the, which mandates that in any competitive bid process where award, if any, is to be made to the responsive and responsible bidder offering the lowest bid (the "Low Bidder" and "Low Bid" respectively), the following shall apply: 1. If the Low Bi dder is not a Local Business, then any and all responsive and responsible Local Businesses submitting a price within ten percent of the Low Bid, the Low Bidder, and any and all responsive and responsible Locally Headquartered Businesses submitting a price within fifteen percent of the Low Bid, shall have an opportunity to submit a best and final bid equal to or lower than the Low Bid. 2. If the Low Bidder is a Local Business which is not a Locally Headquartered Business, then any and all responsive and responsible Locally Headquartered Businesses submitting a price within five percent of the Low Bid, and the Low Bidder shall have an opportunity to submit a best and final bid equal to or lower than the Low Bid. 3. Award, if any, shall be made to the responsive and responsible bidder offering the lowest best and final bid. 4. Ties in best and final bid shall be resolved in the following order of priority: Locally Headquartered Business, Local Business, other business. 5. If no best and final bid is required in accordance with the provisions above, award, if any , shall be made to the Low Bidder. This Project is subject to the provisions of County Code Section 2-8.8, Fair subcontracting practices, which requires that all contracts in which a bidder may use a Subcontractor, prior to contract award, the bidder shall provide a detailed statement of its policies and procedures for awarding subcontracts. Additional information is provided in the Instruction to Bidders and Standard Construction General Conditions. Prospective bidders are advised that 1) the County reserves the right to directly purchase materials, equipment, supplies and other items for this project, which are included in the Contractor's Base Bid and/or the Contract, (substantially in accordance with the Contract Documents) and 2) a Recommendation for Contract Award will be conditioned upon the submittal of any and all documents required by the County as part of the bid evaluation process, including but not limited to, the schedule of values and project schedule. Listing of subcontractors required (County Code Sec. 10-34, 2-8.1 and 2-8.8). The requirements of this section shall apply to those county and Public Health Trust construction contracts in which a bidder may use a subcontractor which involve the expenditure of one hundred thousand dollars ($100,000.00) or more. Such contracts shall require the entity contracting with the county to list all first tier subcontractors who will perform any part of the contract and all suppliers who will supply materials for the contract work direct to such entity. The contract shall also require the entity contracting with the County to reportto the County the race, gender, and ethnic origin of the owners and employees of all such first tier subcontractors. When a competitive process is utilized to select the entity that will contract with the county, the specifications shall provide that it shall be a condition of award for the successful bidder to provide the listing of subcontractors, if required. The contract shall require the contractor to provide to the County the race, gender and ethnic information as soon as reasonably available and in any event prior to final payment under the contract. Timely submission of a properly completed and signed "Subcontractor/Supplier Listing, ISD Form 7" (a copy of which is included in the specifications) constitutes compliance with the listing requirements of the Ordinance. In order to be deemed properly complete, the word "NONE" must be entered under the appropriate heading of ISD FORM 7 if no subcontractors or suppliers will be used on the contract. Additional information is provided in the Instruction to Bidders and General Terms and Conditions. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected. Failure by the Bidder to satisfy claims on previous contracts with the County may be cause for rejection of his bid.
