San Joaquin Area Flood Control Agency (SJAFCA) is requesting bid proposals from qualified Contractors to provide the services necessary to drive test piles to develop criteria necessary to complete the design documents for the Smith Canal Gate Project. SJAFCA is aware that Contractors that bid on this work may also later seek to bid on construction of the Smith Canal Gate Project itself. To ensure that no Contractor is given any unfair advantage on the later contract by being chosen for this work, and to ensure that the later work can be legally and appropriately awarded to the lowest responsible and responsive bidder, SJAFCA intends to include all data obtained from the test piles in the final bid package. Further, SJAFCA will invite all Contractors interested in the Smith Canal Gate Project construction to observe the work to be performed by the Contractor selected from this bid proposal. The Project includes driving, testing, and pulling 80-foot-long flat webbed sheet piles (AS 500 12.7 or approved equal) with a tip elevation of -70 feet at three locations within the channel of Smith Canal from a barge. The flat webbed sheet will be driven within an interlock welded to a 80 foot long "H" pile (HP 14 x 73 or approved equal) also to be driven to -70' tip elevation, and cone penetration testing at 5 locations to -80 feet. The "H" and flat web piles will be driven by a combination of vibratory and impact driving methods, if needed. First, they will be vibrated to the tip elevation. If refusal is encountered prior to reaching the tip elevation, they will continue to be driven by impact driving to tip elevation. This project shall be completed by October 31, 2019. Award will be based on lowest price of the base bid items. Bidder / Contractor to that award is made will be required to enter into contract with SJAFCA for these services. Bid Proposals will be received for a single prime Contract. Bidders shall be skilled, regularly engaged and licensed in the general class or type of work specified and possess a valid California Class "A" Contractor's License. In accordance with the provisions of the State of California Labor Code 1770 et seq., the Director of the Department of Industrial Relations (DIR) has ascertained the general prevailing rate of wages applicable to the Work to be done. Bidders shall be registered with the DIR pursuant to Labor Code 1725.5 to be qualified to bid on or engage in the performance of work under this Contract. These requirements extend to all Subcontractors to be listed on a bid proposal or engage in the performance of work under this Contract.
