Site work and paving for a road / highway in Spanish Fork, Utah. Completed plans call for site work for a road / highway; and for paving for a road / highway.

As of November 2, 2020, this project is completed. R-147 (400 North) in Spanish Fork is a busy roadway that traverses Spanish Fork and extends to Benjamin on the west side of the city and to Mapleton on the east side of the city. A traffic study examined traffic operations at three adjacent intersections along the corridor including SR-51. This intersection experiences some congestion during peak hours and a study was completed to examine several intersection improvements that could be considered to improve the level of service. The traffic operations were analyzed assuming that a roundabout is constructed by 2050 at the SR-51 / SR-147 (400 North) intersection. A roundabout at the intersection of SR-51 / SR-147 (400 North) will work well now and into the future, assuming traffic volumes follow MAGs and Spanish Forks projections. It is the objective of Spanish Fork City and UDOT to construct a roundabout at this location The City projects an overall project budget of $1,300,000 with a construction budget in the range of $900,000 to $1,300,000. City anticipates using a CM/GC delivery procurement method for this Project and expects to select the CM/GC at 30% Design. Civil Science, Inc. has been retained as the project Engineers and has been tasked to assist the City in the selection of a CM/GC. It is anticipated that The CM/GC will provide multiple detailed construction estimates during the design phase and an itemized Guaranteed Maximum Price (GMP) at the 100% construction drawing level (refer to the Anticipated Schedule). Please submit questions for discussion at the pre-RFP meeting to Byron Haslam at bhaslam@spanishfork.org by Monday, January 27, 2020 at 11:00 AM, MST. All questions after the Pre-Proposal Meeting shall be submitted through Electronically. The City may award a contract based solely upon the merits of the initial proposal, without an oral commentary by the proposers. In light of this possibility, proposers should present the most favorable price and service available. If the City deems necessary, a few CM/GCs may be selected based on cost, quality and experience to interview and present to the City. The CM/GC selected will be expected to begin work by February 6, 2020. As a contract is awarded and then proceeds, the CM/GC must furnish the City with all appropriate Bonds and Insurance as required by the Contract Documents, including but not limited to appropriate insurance, Bid Bond(s), Performance Bond(s), Payment Bond(s), etc. Insurance must be at least equal to statutory limits and Bonds must be for the full value of design phase services and or construction costs for the scope of work to be completed.
