A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: Pursuant to the Brooks Act, 40 USC 1101 and Florida Statutes 287.055 and County PPM # CW- O-048, notice is hereby given that Palm Beach County Department of Airports (DOA) is seeking proposals from qualified engineering firms (Consultant) to provide Civil Planning, Design, Engineering and Construction Management Professional Services for the Extension of Runway 14/32 and Related Improvements (Project) at North Palm Beach County General Aviation Airport (F45). The services shall comply with Federal Aviation Administration (FAA), Florida Department of Transportation (FDOT), and all applicable Federal, State, and Local Codes, Regulations, Ordinances, and Policies. The firm selected by the County will enter into a non-exclusive agreement with the Department of Airports and will be expected to satisfy the Countys applicable Disadvantaged Business Enterprise (DBE) and Insurance Requirements. The DBE participation goal for this project is a minimum of 7.85%. Palm Beach County, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d-2000d-4) and the regulations, hereby notifies all proposers that it will affirmatively ensure that any contract entered into pursuant to the Request for Proposals, disadvantaged business enterprises will be afforded full opportunity to submit proposals and will not be discriminated against on the grounds of regard to race, color, or national origin in consideration of an award. A list of proposed certified DBEs must be submitted, and associated DBE forms shall be submitted with the proposal. Task assignments will be subject to scope definition and determination of level of effort on a task- by-task basis. The Project will extend Runway 14/32 at F45 from 4,300 to 6,000 feet and implement related airport improvements. Improvements related to the runway extension include the extension of parallel Taxiway F, potential relocation of impacted aircraft parking, realignment of Aviation Road, realignment of service roads, and associated modifications of the stormwater management system. Primary services to be performed by the Consultant may include, but are not limited to, the following: Horizontal infrastructure design, such as general civil and airfield electrical design of the Runway 14/32 Extension and Related Improvements at F45; Stormwater and environmental planning, design, permitting and agency coordination in support of the design Geotechnical Investigations Surveying and Mapping Cost Estimating Bidding Support Construction Administration (CA), Construction Management (CM), and Construction Engineering and Inspection (CEI) Services The County intends to select one (1) firm to carry out these services. The work to be performed by the Consultant will be in accordance with the approved Airport Master Plan, 2018 Runway Extension Justification Study, and the Final Environmental Assessment for the Extension of Runway 14/32 and Related Improvements. The selected Consultant will scope, negotiate, and enter into an agreement for professional services with the County. Work assigned under this contract will be funded in whole or in part with federal funds. Firms submitting proposals must be familiar with the detailed federal requirements applicable to projects funded with federal grants that are described in detail in the Request for Proposals (RFP). Work under this Contract may also be funded in whole or in part with State grants. Palm Beach County reserves the right to waive any irregularities or reject any and all proposals.
