This Request for Proposals is an invitation by the District of Summerland to prospective Proponents to submit Proposals for an Engineering, Procurement and Construction ("EPC") contractor to design and build a Solar Facility in Summerland, BC consisting of a solar photovoltaic ("PV") system coupled to a battery energy storage system ("BESS") and interconnected to a distribution facility owned and operated by the District. The objective of the Project is to establish a well-functioning energy generation and storage facility that strengthens the District's electrical utility, while maximizing cost savings, protecting on-site environmental values and benefits of the community and residents, and protects the safety of staff and the public. The Project is expected to have the following characteristics: PV DC system size: 0.4 to 0.6 MW; BESS size: 1 to 2 MWAC with usable energy equal to or greater than 2 MWh without augmentation over the first 20 years; BESS and PV system are AC coupled, connected to an 8 kV distribution feeder owned and operated by the District; District ownership and operation of the Solar Facility; and Full turnkey, date certain, fixed EPC Contract including the scope described in Appendix A - Project Scope.
