This Request for Proposals ("RFP") is an invitation by the District of Summerland (the "District") to prospective Proponents to submit non-binding Proposals for the provision of janitorial services at municipally-owned buildings, as well as park opening and closing services, as further described in the RFP. The Contractor will perform janitorial services for District-owned buildings and public washrooms, including: Municipal Hall Works and Utilities Buildings Water Treatment Plant Wastewater Treatment Plant RCMP Building Museum Arts & Cultural Centre Landfill Office Parks Washrooms & Gates Memorial Park Peach Orchard Park Powell Beach Park Dale Meadows Park Rotary Beach Park Living Memorial Park In addition to cleaning the public washrooms, the Contractor will also be responsible for seasonal park closing duties at all of the above locations, as well as at: Giants Head Mountain Park. Proponents to note that most park duties are only required seasonally. Optionally, at the discretion of the District, the Contractor may also be engaged for seasonal park gate opening, and off-season park gate opening and closing. Ad Hoc Services as required A detailed Scope of Work is provided in the RFP, Appendix B. Term of Engagement: The successful Proponent should be prepared to commence work on March 1, 2023. The Agreement shall be valid from the date of March 1, 2023 to February 28, 2026, with the opportunity to renew for one (1) additional period of three (3) years, at the District's sole discretion. Conditions for Participation and Requirements to Request to Participate: Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process. Mandatory Criteria: 1 The Proposal must be received by the Closing Date and Time, in accordance with the requirements of Section 3.1 - RFP Schedule 2 The Proposal must be submitted in accordance with the requirements of Section 3.8 - Submission of Proposals 3 The Proposal must include the following completed forms: Appendix D - Submission Form 4 The Proposal must include the information requested on the following forms, either on the forms or a format of their choice: Appendix E - Rated Criteria Form The Contractor shall provide the District with proof of the following prior to beginning work on this project: A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality). WorkSafe BC Clearance Letter (or equivalent if the Contractor operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing. Commercial General Liability Insurance coverage as per the requirements detailed in Appendix A - Form of Agreement. Automobile Liability Insurance coverage as per the requirements detailed in Appendix A - Form of Agreement. Fidelity Bond as per the requirements details in Appendix A - Form of Agreement.
