Montgomery County is seeking an engineering consultant to design, prepare construction drawings, and secure all necessary permits for the "Schuylkill River Trail - Route 422 Connection." The selected firm shall have a licensed engineer with experience in designing trail facilities in Pennsylvania, as well as experience coordinating on trail projects. The consultant will be required to affix the professional seal of their registered profession on all construction drawings prepared under this contract and comply fully with the requirements of our project funders and all permitting agencies. The goal of this project is to create a continuous connection from the existing Schuylkill River Trail on Industrial Highway to the new US Route 422 Bridge between Lower Pottsgrove Township (Montgomery County) and North Coventry Township (Chester County). The bridge has recently been reconstructed by and it includes a multi-use trail across its deck. To successfully accomplish this work, coordination will be required at various times during the project. The county has acquired several properties adjacent to the bridge to facilitate construction of the trail. Any additional right of way needed for trail construction will be acquired independently by the county during the design process. This includes preparation of all construction drawings and bid specifications for the proposed improvements, applying for and securing all the necessary permits, and any detailed survey or base mapping required to complete these tasks. The final construction drawings should include plans for construction, landscaping, signage & pavement markings, stormwater management, and erosion and sedimentation control. Anticipated permits may include, but are not limited to: DEP joint permit application (small project), Montgomery County Conservation District erosion and sedimentation control, and shared use path crossing agreement amendment. We anticipate that the earth disturbance outside of the delineated floodway/floodplain will not exceed one acre and the project may not require an NPDES permit, although this will need to be verified by the consultant team.
