In no event shall failure to inspect the site constitute grounds for a claim after contract award. All applicable addenda will be posted on ebidboard and the City of Victorville online. Each Bid Proposal shall be accompanied by a bid proposal guaranty in the form of cash, cashier's or certified check, or bidder's bond made payable to the "City of Victorville" for an amount equal to at least ten percent (10%) of the bid amount. Said proposal guaranty shall be enclosed in the same envelope with the Bid Proposal. No bid shall be considered unless such bid proposal guaranty is enclosed therewith. Bidders are to be licensed in accordance with the provisions of the "Contractor's License Law," Chapter 9 of Division 3 of the California Business and Professions Code. In addition, at the time of submitting the bid, the contractor must possess a valid Class A California Contractor's License. ENGINEER'S ESTIMATE: $33,000,000.00 to $36,000,000.00 This project requires for State Prevailing Wage or Federal Wage rates, whichever is higher, to be paid by all Contractors and subcontractors performing work on this Project. Other federal requirements include, but are not limited to, meeting a DBE goal of 16%, complying with Buy American requirements, enforcing a federal trainee program, and complying with City's quality assurance program. All contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the DIR. (Labor Code 1725.5 and 1771.1) No bid will be accepted, nor any contract entered into without proof of the contractor's and subcontractors' current registration with the DIR to perform public work. If awarded a contract, the Bidder, and its subcontractors, of any tier, shall maintain active registration with the DIR for the duration of the project. The City will review the DIR maintained list for contractor registration The City will notify DIR within five days of the award of contract electronically on a form provided by DIR.
