Renovation of an educational facility in Williamsburg, Virginia. Completed plans call for the renovation of a educational facility.
**As of February 23, 2022 this project has not yet been awarded. A timeline for award is not yet established. The Work under this Project consists of the following: 1. HVAC work includes but it not limited to, renovating the schools HVAC system, replacing boilers, hot water pumps, water source heat pumps, rooftop units, split direct expansion systems, fans and controls. Piping and ductwork will be modified and added. Contractor will include equipment start-up, check, test, adjustment, and balance. HVAC will be commissioned by a third-party commissioning agent hired by the Owner. Contractor will be required to satisfactorily address any concerns identified by this third-party commissioning agent. Some existing HVAC equipment will remain and be modified and/or retrofitted with new controls. 2. Roofing work includes, but is not limited to, replacing roof areas indicated and where mechanical work occurs. Adding and replacing roof access ladders. 3. Plumbing work includes, but is not limited to, disconnecting the mechanical equipment natural gas and reconnecting and modifying natural gas piping. 4. Electrical work includes, but is not limited to, disconnecting the mechanical equipment to be demolished and connecting the new mechanical equipment. Panels and breakers will be added or modified as required to accommodate the revised electrical loads. Adding duct smoke detectors and reinstalling existing duct smoke detectors. 5. Architectural work includes, but is not limited to, restoration of disturbed areas; removal and reinstallation of ceiling tiles required for access to mechanical work; and patching and painting of finishes affected by the mechanical work. Modifying library storage space into mechanical room with exterior door access. 6. Structural work includes, but is not limited to, structural modifications to accommodate new roof opening, structural modifications to accommodate HVAC installation, selective demolition to accommodate removal of mechanical equipment and restoration of disturbed areas. 7. This project will involve limited HAZMAT work. Specifications for HAZMAT work are included in the Technical Specifications Project Manual. Services provided by the contractor shall include, but not be limited to the furnishing of all labor, materials, equipment, supervision, tools, traffic control, testing, transportation and all other miscellaneous appurtenances and work necessary to complete the project in accordance with the Contract Documents, Drawings and Specifications. Phasing The work shall be conducted in three (3) phases, with each phase substantially complete as indicated: 1.) Phase I: Summer of 2022. This Phase will begin on June 11, 2022, with Substantial Completion on August 19, 2022. However, the Administration Area cooling must be maintained through June 17, 2022. To meet Substantial Completion, the Contractor must, at a minimum, complete the following work during Phase I: Replace RTU-1& 2, all associated terminal units, controls, roofing, balancing, aerosealing, duct cleaning, ductwork and piping related work to RTU-1 & 2 HVAC systems. Replace Media Center HVAC, WSHP-MC, all associated architectural, controls, balancing, duct cleaning, ductwork and piping related work to WSHP-MC HVAC system 2.) Phase II: School Year of 2022 - 2023. This Phase will begin on September 12, 2022 and will continue through May 26, 2023. There is no separate Substantial Completion for this Phase; the work must be completed by the end of Phase III. During this phase, all work must be done outside of school operating hours. Any systems affected must be operational by the next day by occupancy time. Work may be done in all areas that do not interfere with school operations during this Phase. 3.) Phase III: Summer of 2023. This Phase will begin on June 10, 2023, with Substantial Completion on August 18, 2023. However, the Administration Area cooling must be maintained through June 17, 2022. All remaining work must be completed during this phase, with Final Completion on September 29, 2023. Note: these dates could change slightly when the 2022- 2023 school calendar is approved. Working hours during the summer phases are unlimited. The contractor will need every hour to complete the work required. During the occupied school year, working hours shall be outside of normal occupied hours, from 3:30 P.M. to 7:00 A.M. Monday through Friday, and any time on weekends with approval by WJCC Schools. Funding: This project is funded in part by grants from Federal and State agencies and is subject to certain provisions as indicated in this IFB. The Contractor shall not perform any act, fail to perform any act, or refuse to comply with any Williamsburg-James City County Schools (WJCC) requests which would cause WJCC to be in violation of Federal and State agency terms and conditions as referenced herein. Davis Bacon wages are not required under the grant being utilized for this project. Federal and State requirements are subject to change. The Bidder is responsible for complying with the most current regulations. The Bidder agrees that the most recent of such Federal and State requirements will govern the administration of the Contract at any particular time during the Contracts performance, unless WJCC issues a written determination otherwise. Additionally, WJCC follows Virginia procurement laws. Accordingly, all applicable State requirements will apply. Bidders are expected to become familiar with these requirements and shall not submit Bids if unable to execute a Contract containing such provisions. WJCC will provide a Contract containing these provisions for execution by the prospective Contractor that is selected. Bidders shall not use their own standard contracts for this engagement. Bonding: Bid Security in the amount of Five percent (5%) of the Bid shall be submitted with each Bid. Performance and Payment bonds for one hundred percent (100%) of the Contract will be required by the Owner prior to Contract Award. Forms may be electronically sign/scanned before upload to Demand Star. If awarded, notarized/original documents shall be required. James City County personnel will not be able to access the electronic lockbox until after the due date and time specified on the IFB as amended. Do not send routine correspondence to Demand Star, only the bid files. Do not send hard copies of the bids to the Purchasing Office. Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the Code of Virginia and the Contract Documents. The Owner reserves the right to waive minor non-substantive informalities in the Bid, to reject any/or all Bids, to award any Bid in whole or in part and award the Bid considered to be in the best interest of the Owner. The Owner also reserves the right to negotiate with the lowest responsive, responsible Bidder should Bid exceed available funds.
