Failure to post a question or request for clarification by the established date and time shall constitute a waiver of the bidder rights to protest the solicitation package, inclusive of addenda. Bidders who obtain Solicitation Packages from sources other than shall officially register receipt of the solicitation with the City's Procurement Division through the website by viewing the On-Line Solicitation AND accept receipt of each document attached to the solicitation.
