Site work, paving and new construction of a mixed-use development in Happy Valley, Oregon. Completed plans call for the construction of a 20,700-square-foot municipal facility; for site work for a municipal facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Sunrise is a publicly-owned water utility, serving the City of Happy Valley and surrounding areas of unincorporated Clackamas County. The new facility will consist of two mass timber buildings: a 15,000 sf Administration Office and a 5,700 sf Shop, along with various site improvements including an access road, parking areas, perimeter security fencing and gates, employee courtyard, storage yard, wash bay, fuel island, materials bins, landscaping and an extensive stormwater management system. The primary Administration Building will be constructed with a high-performance envelope and will install the first phase of an expandable photovoltaic array in order to maximize energy savings over time. Preliminary site work has already been completed under a separate Early Grading (Earthwork) contract designed to prepare the site for building construction and final site improvements. The scope of this early work includes the main earthwork, mass grading, and base course placement in areas outside of the wetland. This early work is scheduled to be completed prior to the start of the work outlined in this RFP. The Sunrise Board of Commissioner's approved an alternative form of bidding for this project, referred to as Competitive Proposal, as prescribed under ORS 279C.400. This form of public bidding allows for contractor selection based on prior relevant experience, capacity, history of past performance on similar projects, and other critical factors along with price.
