The railroad company partnered with Americo Life Inc. to pursue three redevelopment phases on 1.19 acres the city owns near the Quality Hill neighborhood, southwest of 12th Street and Broadway. A city selection committee recommended the proposal from among three responses to a September request for proposals for the so-called Carpenter Lot. The city bought the lots for $5.45 million in 2020 and plans to sell them to the developers. The review did not make public the estimated project cost. BURNS & MCDONNELL The first phase would involve a tiered pocket park built at the northeast corner, at 12th and Broadway. The developers would be responsible for maintenance and upkeep. BURNS & MCDONNELL Phase two entails building an approximately 13-story, 208,000-square-foot residential tower on the southeast corner, at 13th Street and Broadway. The project would include 255 apartments, rooftop and ground-level amenities, and retail space along Broadway. BURNS & MCDONNELL Construction could start on the pocket park within a year of the city's execution of a development agreement with KC Southern and Americo Life, unless the parties opt to keep the site for temporary parking, according to a schedule presented Wednesday to the City Council's Transportation, Infrastructure and Operations Committee. BURNS & MCDONNELL The pocket park would allow for flexible event space and preserve 120 of the lot's 155 spaces for use by the Kansas City Convention Center, as the city pursues revitalization of the nearby Barney Allis Plaza with fresh public spaces and mixed-use apartments above a new underground garage, Assistant City Manager Mario Vasquez said last week. BURNS & MCDONNELL Within 18 to 24 months from the completion of the Barney Allis Plaza, the residential tower could start construction, subject to market conditions and economic feasibility. The city has shared a goal to complete the plaza's revamp before the 2026 World Cup comes. The sequencing of the apartment construction aims to minimize disruption to parking. From there, a third phase -- if KC Southern identified a local need after recently becoming part of Canadian Pacific Kansas City -- would include construction of a five-level office building in place of the park. The new offices could connect to the railroad's current headquarters and make use of the pickup/drop-off area, which would remain after the park's removal. Burns & McDonnell will be a design-build partner in the redevelopment. The firm previously partnered with Americo, owned by the Merriman family, in building the 1400KC offices, the future headquarters for Blue Cross and Blue Shield of Kansas City. BURNS & MCDONNELL Councilman Eric Bunch on Wednesday shared support for the project: "It helps us in several ways. It continues to allow the growth of a great company that's headquartered right here, as their expansion continues in the United States. But also, we get more housing, and I think that's really important to help activate a pretty dead corner outside of work hours." City officials have said that new mixed uses at 12th and Broadway could be built without any need to construct additional parking because KC Southern's 875-space garage is underused. While Barney Allis Plaza is under construction, the company would set aside 300 spaces for public parking on nights and weekends and as many as 100 spaces on weekdays for Convention Center events. The company would manage and collect parking fees from that use. CITY OF KANSAS CITY The city's sale of its lots to KC Southern and Americo Life also would be conditioned on a shared parking agreement for some number of spaces in the existing 12th and Broadway garage after the plaza project concludes. "As a result of that, the reliance on incentives for both projects, specifically for the residential tower, is pretty much reduced," Vasquez said. "Market conditions are such now that the need for incentives may present down the road, but parking is not the reason for it." The city's RFP required that at least 20% of apartments be set aside as affordable for renters earning up to 60% of the area's median family income. It also specified that office projects include at least 33% net new jobs and that at least 80% of project costs be privately funded. The shared parking plan also may reduce the number of spaces the city replaces in Barney Allis Plaza's new garage, currently a 600-space proposal. Vasquez estimated that the city would save about $40,000 for each space it no longer had to build. "That would seem to be a pretty good direction you're heading as far as cutting down our expenses," Councilman Kevin O'Neill said. The Transportation, Infrastructure and Operations Committee on Wednesday advanced a measure declaring its lots surplus but held a measure that would authorize City Manager Brian Platt to execute a sale and development agreement with KC Southern and Americo Life. Some committee members said they had not seen proposed terms before Wednesday's meeting. They voiced a preference for Platt's office to instead continue negotiations and bring forward more complete agreements for future review. Members also emphasized that the redevelopment should help the city recover or exceed what it paid for the lots, originally purchased to provide an option to replace parking in Barney Allis Plaza's garage. _______________ The project is the redevelopment/reconstruction of Barney Allis Plaza/Auditorium Parking Garage, including the Parking Structure, Plaza Floor/Parking Roof, Plaza and Perimeter.
