Site work and paving for a mixed-use development in Arlington, Wisconsin. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

**Estimated Range $1,500,000-$1,700,000** For 2020 Utility Improvements - State Highway 60 (Main Street) The contract consists of the following approximate quantities: 3,600 lineal feet of PVC Sanitary Sewer, 4,600 lineal feet of Ductile Iron Water Main and Hydrant Leads, 100 lineal feet of 20-inch Steel Casing Carrier Pipe, 28,000 square feet of Concrete Sidewalk, 300 square yards of Hot-Mix Asphalt Driveways, and 5,000 square yards of Topsoil Restoration. Appurtenances to the above construction items, such as service laterals, hydrants, valves and manholes are included, but are not listed above. The quantities are subject to change without notice prior to document distribution. Bidders must be pre-qualified with the Village of Arlington within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline and sidewalk construction. The Village of Arlington reserves the right to reject any and all bids, for whatever reason, and to waive any informalities in bids or in the bid process. This project will be funded in part by the Safe Drinking Water Loan Program (SDWLP), Clean Water Fund (CWF), established under Wisconsin State Statutes, and administered by the Wisconsin Department of Natural Resources. Funding under the CWF and SDWLP requires all iron and steel products used in the construction of the project be produced in the United States (FFY 2014 Consolidated Appropriations Act, 2014 Water Resources Reform and Redevelopment Act (WRRRA) and 2018 America's Water Infrastructure Act), including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. - U.S. Department of Labor Wage and Hour Division May 29, 2009 Guidance. Disadvantaged Business Enterprises (DBE), including minority business enterprises (MBE) and women business enterprises (WBE) are encouraged to apply and be used to the greatest extent feasible. Qualified DBEs will be included in the Unified Certification Program WisDOT UCP list. Program policy requires all bidders to undertake specific action to solicit proposals and/or publish a request for proposals prior to bid opening. Contractors with a DBE classification are strongly encouraged to bid as the Prime Contractor on this project provided they are qualified to do the work. Award of the contract will be subject to the Federal government's policy of good faith effort for increased use of DBE businesses. A description of the policy and forms to be used are included in specifications. The Wisconsin Department of Transportation street project will coincide with this utility project. WisDOT Project ID 6075-00-74 is expected to be advertised by the State of Wisconsin for a May 2020 bid letting.
