Site work and new construction of a laboratory facility in Berkeley, California. Completed plans call for the construction of a 72,000-square-foot laboratory facility; and for site work for a laboratory facility.

*As of March 29, 2023, project is already under construction. Construction started in October of 2021, and is expected to be completed in October of 2024. Lawrence Berkeley National Laboratory - Biological & Environmental Program Integration Center (BioEPIC) New Scientific Research Facility The new scientific research building will consist of approximately 72,000 gross square feet (GSF) with connections to an existing adjacent modular utility plant. The new building will consist of both wet and dry laboratory space, warm and cold rooms for research, and office and support space for researchers, program managers, and administrators. BioEPIC Project Goals include: Facilitate timely and effective team engagement, communication, collaboration, partnership, transparency, and planning to anticipate potential problems and proactively solve them, reduce or eliminate risk, and streamline workflow Utilize innovation to optimize design, maximize scope, accelerate the construction schedule, and provide the best value within the estimated price range Complete the project safely, within the estimated subcontract price range, and ahead of schedule The successful Offeror (also designated as "Construction Manager - General Contractor" or "CM-GC") will initially perform Phase 1 Construction Manager Services (Phase 1 CM Services) leveraging the professional expertise of the CM-GC and its major lower-tier subcontractors ("Major Subcontractors") that have been competitively proposed by the Offeror and selected by the University prior to the award of a subcontract resulting from this solicitation. The CM-GC and its Major Subcontractors will perform the Phase 1 CM Services in cooperation and collaboration with the LBNL project team and the ArchitectEngineer (A-E) which is providing BioEPIC design and construction administration services under a separate A-E subcontract between the University and the A-E. The CM-GC's Major Subcontractors are its proposed: 1. Mechanical subcontractor 2. Electrical subcontractor 3. Plumbing subcontractor 4. Building Controls subcontractor 5. Cast Pile Foundation subcontractor 6. Structural Steel subcontractor During the Phase 1 CM Services, the CM-GC and its Major Subcontractors will provide professional subject matter expertise on safety, schedule, cost, constructability, value, risk management, and other administration and execution requirements. The Phase 1 CM Services are more fully described in the incorporated Scope of Work included in Article 23 - Incorporated Documents of the sample subcontract. The University reserves the right, in its sole discretion, to exercise the Phase 2 General Contractor Services (Phase 2 GC Services) Option, and award the Phase 2 General Requirements, Major Subcontractors' Phase 2 scope, and Bid Packages that were certified by the University during Phase 1. The University reserves the right to exercise any or all of the six (6) Design Alternates Options. The Phase 2 GC Services Option are described in the incorporated Scope of Work included in Article 23 - Incorporated Documents of the sample subcontract. The Phase 2 GC Services Options are: Phase 2.A Provide and Install Modular Utility Plant (MUP), including associated General Requirements Provide and Install Cast Pile Foundation, including associated General Requirements Phase 2.B General Requirements for Phase 2.B completion, to the extent they are not included in Phase 2.A or Design Alternates Major Subcontractors, to the extent they are not included in Phase 2.A or Design Alternates Lower-tier subcontractors Bid Packages, to the extent they are not included in Phase 2.A or Design Alternates The Phase 2 GC Services Design Alternate Options are: Design Alternate 1 - Add (2) Design-Build EcoPOD environmental rooms + Tenant Improvement (TI) fit-out Design Alternate 2 - Add Geosciences Measurement Facility (GMF) high bay TI fit-out Design Alternate 3 - Add GMF/EcoSENSE dry lab TI fit-out Design Alternate 4 - Add Design-Build EcoSENSE environmental rooms + TI fit-out Design Alternate 5 - Add Design-Build Greenhouse Design Alternate 6 - Add Design-Build Growth Chamber on Level 1 + TI fit-out The University will respond to questions submitted by the Offeror via email to the University Procurement Representative on or before 2:00 pm Pacific Time on Wednesday, May 13, 2020. Questions submitted after this date may not be answered prior to the proposal due date. Answers to questions that are submitted timely will be issued or be made available to all Offerors electronically, ensuring that the identity of all Offerors will remain anonymous. Potential Offerors shall inform the University Procurement Representative designated herein (or a designated Project Coordinator), at least 48 hours in advance, of the number of persons it will have attend the Pre-Proposal Conference, including all their Major Subcontractors, and any other lower-tier subcontractors, and the company they will be representing, so that LBNL gate access can be arranged. To gain access to the site, all individuals shall present valid photo identification. Please allow sufficient time for the badging process. An additional Pre-Proposal Conference and On-Site Inspection may be scheduled by the University if the University determines it is warranted. O+MS must attend one PreProposal Conference and On-Site Inspection, but may attend more than one if another is added. Conduct Pre-Proposal Site Inspection TBD Responses to Questions issued 05/20/20 Notice To Proceed - Phase 1 CM Services - January 2021 Completion of Phase 1 CM Services - May 2021 It is expected that the subcontract will be performed over a period of three (3) years. The estimate price range for the subcontract (including the Phase 2 Options) is from $85 million to $95 million. At the University's sole discretion a potential performance incentive may be issued after the completion of Phase 1 and added to the subcontract if the University exercises the Phase 2 Options. There may be disruption in funding due to the nature of Federal appropriated dollars and this disruption may occur in either Phase 1 or Phase 2. The University anticipates, but does not guarantee that additional funding will become available to allow the selected Offeror to perform continuously until completion.
