Renovation of an educational facility in Normal, Illinois. Conceptual plans call for the renovation of a educational facility.

As of December 14, 2023, per owner, the University is currently reviewing submitted bids for this solicitation. A completed bid tab incorporating all submittals and the successful contractors will be posted to the solicitation advertisement on the Illinois Public Higher Education Procurement Bulletin www.procure.stateuniv.state.il.us when the review process is complete. *The closed solicitation has been included below for reference: Illinois State University is seeking professional architectural and/or engineering services from firms who have experience in higher education science laboratory facilities. The ISU Felmley Science Annex was opened for classes in 1963. This four-story facility houses spaces for Geology/Geography, Health Sciences, and Chemistry. The building envelope is concrete masonry units with a brick veneer. Intermediate curtain wall panels provide natural light to the interior spaces. These curtain wall panels are failing, compromising the weather-tightness of the building and taxing the mechanical systems. Mechanically, the building is served by two air handling units and energy recovery units. Due to the inability to balance the system, ductwork has collapsed, distribution of fresh air is inadequate, and the HV AC system is performing well below requirements. The University plans to renovate this facility. The University commissioned a professional consultant in 2018. This consultant prepared a report with recommendations to address all building HV AC issues. This report will be shared with the successful consultant. Therefore, the scope of this project involves: 1. Evaluation and subsequent phased design of space programming with a concentration on laboratory and non-laboratory space. Work shall include new casework and room finish upgrades. 2. Evaluation and subsequent upgrade of plumbing, electrical and mechanical systems including lab hoods, safety showers and eye wash stations. 3. Evaluation and subsequent renovation of HVAC systems including but not limited to air handling systems, V AV boxes, energy recovery systems, ductwork and hydronic systems with a focus on energy conservation. 4. Remove all abandoned equipment from building/site. 5. Conversion and/or upgrade of building controls to a direct digital controls system. 6. Evaluation and replacement of the existing curtain wall system. 7. Evaluation and subsequent phased design of roof repair/replacement, including equipment screening, with a focus on energy conservation. 8. Building commissioning. 9. Asbestos Abatement. Architectural and/or engineering firms interested in submitting their qualifications should have demonstrated knowledge, experience, and expertise with facilities of this typology. The designers and any required sub-consultants will be responsible for developing a comprehensive construction budget and schedule for this project. It is planned that the construction will be phased to allow all existing building operations to remain fully functional during the academic year. The primary construction window will be mid-May to mid- August, annually. As a project funded by the University, the following are required: Complete A/E 3D Building Information Modeling (BIM) during the entire design process. The method of contractor selection has not been determined at this time.
