Site work and paving for a mixed-use development in Pleasant Hill, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

For Pleasant Hill Road Improvement Project, Phase 2 (Gregory Lane to Taylor Boulevard) Technical Questions should be directed to Ann James, Associate Engineer, at the Engineering Division at (925) 671-5260. Bid documents will be available for purchase after February 14, 2020. Any person contemplating the submission of a bid for the proposed construction who finds discrepancies in or omission from, or is in doubt as to the true meaning of any part of the Drawings and Specification, or forms of Contract Documents, must request an interpretation, in writing, on or before 12:00 PM of the fifth (5th) business day before the bid opening date. Any interpretation or correction will be issued as an addendum. Only a written interpretation or correction by addendum is binding. After this time the City will not consider these questions as bid protests. Inquires or questions based on alleged patent ambiguity of the plans, specification or estimate must be communicated in writing as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest. Bids will only be accepted as responsive from Contractors listed on the Project's Plan Holder List (hardcopy), maintained by the Engineering Division office. Bid documents must be purchased at the City of Pleasant Hill, 100 Gregory Lane, Pleasant Hill, CA in order to be placed on the Project's Plan Holder List. Bid Documents and Plan Holder list are available for inspection in-person at the Engineering Division office or on the City of Pleasant Hill website. Contractors shall provide a valid email address, facsimile number, and phone number when purchasing plans, specification and proposal forms. It is the responsibility of the Contractors to obtain from the City's website or in person at the Engineering Division office any and all changes to the plans, specification, proposal forms, addenda or other project notifications and documents during the bid process. A bid is invalid if it has not been deposited at the designated location prior to the time and date for receipt of bids indicated in the Notice Inviting Bids or prior to any Addendum extension thereof. The work is located on an approximately 1/2 mile stretch of Pleasant Hill Road between Gregory Lane and Taylor Boulevard in Pleasant Hill, California. The work includes, but is not limited to: cold plane (mill) asphalt concrete, Cold-in-Place-Recycling (CIR), base failure repairs, hot mix asphalt paving, utility adjustments, traffic striping, traffic control, and all other work, items, or details not mentioned above that are required by the project plans, standard specifications, or the special provisions. The contractor shall provide all required signed agreements, insurance, City business licenses and bonding no later than ten (10) business days following the date specified in the Notice of Award (which may be hand delivered or sent by facsimile/email). The Contractor shall place the order for materials no later than three (3) working days following the beginning date specified in the Notice to Order Materials (which may be hand delivered or sent facsimile/email). The Contractor shall begin work no later than three (3) working days following the beginning date specified in the Notice to Proceed (which may be hand delivered or sent by facsimile/email). The Contractor shall complete all the work on the project within twenty-five (25) working days after the beginning date specified in the Notice to Proceed. No contract shall be awarded to a contractor who has not been licensed in accordance with the provisions of Chapter 9, Division III, of the Business and Profession Code, Section 7000 et seq., known as the Contractor's State License Law. The Contractor shall possess, at the time the contract is bid, a Class A General Engineering Contractor license. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. Pursuant to Labor Code Section 1725.5, amended by SB 854, effective July 1, 2014 requires all contractors and subcontractors to annually register with the Department of Industrial Relations (DIR) to be qualified to bid on, be listed in a bid proposal, or engage in the performance of any public work contract. No contractor or subcontractor may be listed on a bid proposal, or be awarded a contract, for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. This project is subject to compliance monitoring and enforcement by DIR. Contractors and subcontractors must furnish electronic certified payroll records to the Labor Commissioner in addition to the City of Pleasant Hill. Each Bidder shall guarantee the total bid price for 180 days from the date of bid opening. Bids are required for the entire work described herein. Each bid shall be accompanied by a certified or cashier's check or bid bond in the amount of 10% of the total bid price. This security shall be payable to the City of Pleasant Hill, as guarantee that the Bidder, if its Bid is accepted, will promptly obtain the required bonds and insurance and will prepare the required submittal documents and execute the Agreement. Under Public Contract Code section 20170, all bid bonds must be executed by an insurer admitted to transact surety insurance in the State of California. The City reserves the right, after opening bids, to reject any and all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as may best serve the interest of the City. The successful bidder shall furnish the following bonds: 1) Performance; and 2) Labor and Material; within ten (10) business days from the Notice of Award. The bidder's attention is directed to the provisions in Section 3-05, "Bid Protest Procedure," of these General Conditions for the requirements and conditions concerning award and execution of contract. The Contractor is required to pay prevailing wage rates, and other provisions of wage rate requirements, overtime, keeping of payroll records and use of apprentices as set forth in the latest Caltrans Standard Specifications. The DBE contract goal for this project is 8% . Bid proposals that have not demonstrated "Good Faith Efforts" as described in the special provisions may be ruled unresponsive. This project is subject to the "Buy America" provisions of the Surface Transportation Assistance Act of 1982 as amended by the Intermodal Surface Transportation Efficiency Act of 1991.
