Site work and paving for a sidewalk / parking lot in Charles City, Iowa. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The kinds of materials proposed to be used and approximate amounts are as set out in the "Bid Form" which by this reference is made a part of this notice. Each bid shall be submitted in a sealed envelope and accompanied with a bid security in a separate sealed envelope consisting of either: (1) a certified check, or a cashier's check drawn on an Iowa bank, or a bank chartered under the laws of the United States, in an amount of 10% of bid amount; or (2) a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount of 10% of bid amount; or (3) a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa, in the penal sum of 10% of bid amount. The bid security shall be made payable to the Treasurer of the City of Charles City, Iowa. The bid security must not contain any conditions either in body or as an endorsement thereon. The bid security shall be forfeited to the municipality as liquidated damages in the event the successful bidder fails or refuses to enter into contract within ten (10) days after the award of contract and post bond satisfactory to the municipality insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and the other contract documents. The municipality will accept bid bond forms that meet the Requirements of Iowa Code, Section 384.97(5). The bid security shall be made payable to the Treasurer of the City of Charles City, Iowa. The bid security must not contain any conditions either in body or as an endorsement thereon. The municipality will accept bid bond forms that meet the Requirements of Iowa Code, Section 384.97(5). Bidders shall not be permitted to withdraw their bids for a period of thirty (30) days after the same are opened. This contract is subject to prevailing wage rates fixed by the United States Department of Labor under the Davis-Bacon. The contractor will comply with Section 3 of the Housing and Urban Development Act of 1968 providing, to the greatest extent, feasible opportunity for training and employment to low-income residents and to subcontractors located in Charles City, IA. The City of Charles City in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, U.S.C. 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to the advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex age, or disability in consideration for an award. By virtue of statutory authority, preference will be given to products of, provisions grown, and coal produced within the State of Iowa and to Iowa Domestic Labor. The right is reserved, as the interest of the City of Charles City, Iowa, may require, to reject all bids, any unresponsive bid and to waive technicalities in bids received. The work under the proposed Contract shall commence within ten (10) calendar days after the date set forth in the Notice to Proceed. Base Bid work shall be substantially completed as follows: 1. Sidewalk Rehabilitation work shall be substantially completed by no later than June 1, 2020. 2. Parking Lot Rehabilitation work shall be substantially completed by no later than June 30, 2020. Work for Added Option Bid #1, #2 and #3 (if awarded) shall be substantially completed by no later than August 28, 2020. Substantial completion is defined as follows: All work is complete except for seeding and minor cleanup of the project site. The successful bidder will be required to furnish a bond in an amount equal to one hundred (100) percent of the contract price, said bond to be issued by a responsible surety approved by the City Council and which shall guarantee a faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the Contractor and shall also guarantee the maintenance of the improvements constructed for a period of two (2) years after completion and acceptance by the City. Plans and specifications governing the construction of the proposed improvements have been prepared by Short Elliott Hendrickson Inc. (SEH) which plans and specifications and the proceedings of the City Council referring to and defining said proposed improvements are hereby made a part of the Notice by reference, and the proposed contract shall be executed in compliance therewith. Copies of said plans and specifications are now on file with the City of Charles City and may be viewed at the Charles City Housing & Redevelopment Authority, Administration Office, 501 Cedar Terrace South, Charles City, Iowa.
