Site work for a water / sewer project in Litchfield, Connecticut. Completed plans call for site work for a water / sewer project.

The project consists of the Cured-in-Place-Pipe (CIPP) lining and replacement of existing sewer lines up to 49,300 linear feet ranging in size from 6-inch to 12-inch diameter, the repair, rehabilitation and replacement of up to 225 existing sanitary manholes, where inspection performed as part of this project identifies the need for replacement. Instructions to Bidders This project is to be paid for in whole from funds made available by U.S. Department of Agriculture - Rural Development (USDA-RD), and as such, shall be subject to the applicable provisions and requirements of the funding agency. The Owner reserves the right to reject any or all bids, on whole or in part, to award any item, group of items, or the total bid, to waive any informality or technical defects, and to reject any non-conforming, non-responsive, or conditional bids, if it is deemed to be in the best interest of the Owner. A bid security shall be furnished at the time the Bid is submitted in accordance with the Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis, minor components, pig iron and direct reduced iron, and stainless-steel nuts and bolts waivers apply to this Contract. *This project timeline has been extended due to the public health crisis.
