The Idaho Military Division is preparing to build a new Readiness Center in Jerome County just Southwest of the I-84 freeway and US Route 93, approximately 2.5 miles north of the City of Twin Falls, ID. This project will include the design and construction of new site utilities that will service the future project. Site utilities design will include new sewer, water, electrical, data and gas services being constructed from existing source locations to feed onto the project site just south of the existing southbound 1-84 offramp to US Route 93. Existing source locations for both sewer and water are located approximately 6,000 linear feet to the north, along US RI 93, near the intersection with Crossroads Point Blvd. Existing electrical, gas and data are assumed to run along US Rt 93 near the project site. The State will provide the Design Professional with existing property description (Plat and Survey) and documentation as the scope of work dictates. State is requesting proposals for complete utility design services to bring the identified utilities to the project site. This scope includes observation during construction. A total project budget of $1,200,000.00 has been established for this project to include the utilities design, construction, fees, contingencies and tests. The Design Professional will be required to meet monthly with the Project Manager for the purpose of providing a verbal repoL regarding progress and to discuss any questions or concerns arising during the design sequence. The Design Professional shall make a minimum of one (1) presentation to the Permanent Building Funds Advisory Council (PBFAC). The Design Professional will be responsible for Schematic Design, Design Development, Construction Documents, Bidding Assistance and Construction Observation. The Design Professional shall fully coordinate with all Utility Service Providers and keep the Owner and Agency informed of all requirements/costs for each as the design and construction documents phases progress. The Design Professional shall submit the construction documents package to the Agencies Having Jurisdiction, for review and approval, in preparation for construction Bidding. The State will attempt to select a firm at the next scheduled Permanent Building Fund Advisory Council meeting. Upon selection of a firm, the State will issue a letter of intent. However, final award is contingent upon the successful negotiation of a contract. The contents of the proposal may be used in a legal contract or agreement. Proposers should be aware that methods and procedures proposed could become contractual obligations. The State reserves the right to reject any or all proposals received as a result of this request. The State may also negotiate separately with any source in any manner necessary to serve the best interests of the State of Idaho. Awards will be made on the basis of proposals resulting from this request and subsequent interviews.
