General Engineering ServicesNotice is hereby given that the Hampton Roads Sanitation District (HRSD) requests Proposals from qualified consulting firms (Firm) to provide professional services including technical analysis, design services, construction administration services, inspection services, and specialty studies. These services shall be provided for an initial period of one (1) year, and HRSD shall have the option to renew the contract annually for a total period not to exceed five (5) years. All Proposers shall demonstrate prior experience with providing professional services for other municipal organizations. All Proposers shall have a local office within the HRSD service area with sufficient qualified personnel to provide the proposed services. Two (2) or more consulting firms will be chosen as a result ofthis selection effort. If a selected firm provides preliminary study related services for a project or effort and HRSD subsequently issues a Request for Proposals for Professional Services, then this firm will not be allowed to compete for the final engineering related services for the specific project or effort.The evaluation and selection of the Firm shall be based on the evaluation plan specified in the Request for Proposals (RFP). HRSD shall evaluate each Proposal and select two (2) or more Proposers for further consideration. HRSD shall select two (2) or more Firms on the basis of all information developed during the selection process that best serves the interest of HRSD.The RFP may be viewed by logging into HRSD Online Questions related to submitting a Proposal or using the online system or 757-460-7318 or Tricia Hartman at thartman@hrsd.com. The method of contractor selection has not been determined at this time.
