Given the state of emergency and concerns due to COVID-19 pandemic and the general public, the bid opening will be held by phone conference in order to comply with Federal Guidelines for holding meetings. The following are directions for attending the bid opening by telephone. This information will be posted at the door of the bid opening location: Call the toll-free dial-in number (U.S. and Canada): (866) 583-7984 2. Enter the conference code: 4234810# 3. If prompted for entering a leader pin, ignore the prompt and you will then be held in the virtual waiting room for the meeting. You will need to wait until the meeting leader begins the meeting. 4. Once the meeting begins, you will need to mute your phone if possible and limit background noise. This is in order to prevent disruption over the phone and to allow callers to listen to the meeting. 5. In order to keep record of attendees, please email your information in advance to both Javier Vasquez (javier.vasquez@hdrinc.com) and Ryan Nokelby (ryan.nokelby@hdrinc.com). A roll call will be initiated at the beginning of the bid opening to confirm the phone conference attendees. Upon consideration of the bids, Sheldon Road MUD retains the right to reject any or all bids or to accept any bid deemed advantageous to it. Sheldon Road MUD reserves the right to waive informalities in bids received. Each bidder agrees to waive any claim it has or may have against the Owner, the Engineer, and their respective employees, arising out of or in connection with the administration, evaluation or recommendation of any bid. The successful bidder will be required to furnish performance and payment bonds as stipulated in the Instructions to Bidders. Each bidder will be required to submit a bid security (5% of greatest amount bid) in accordance with the Instruction to Bidders. Bidders should carefully examine the plans, specifications, and other documents, visit the site of the work, and fully inform themselves as to all conditions and matters which can in any way affect the work or the cost thereof. Should a bidder find discrepancies in or omissions from the plans, specifications, or other documents, or should be in doubt as to their meaning, he should at once notify the Engineer and obtain clarification prior to submitting any bid. This project will be federally funded by the U.S. Housing and Urban Development (HUD) Department through the Harris County Community Services Department (HCCSD). Applicable requirements include, but are not limited to compliance with the Davis-Bacon and Related Acts, Federal Labor Standards, Equal Employment Opportunity, Affirmative Action, Section 3 of the HUD Act of 1968, and contracting with small, minority, and disadvantage firms, as detailed in the project manual. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended by Executive Order No. 11375, and as Supplemental in Department of Labor regulations 41 CFR part 60. The deadline to ask questions is 4/27/2020 12:00 PM CST The Contract Duration is 150 consecutive calendar days This project involves the installation of approximately 5,100 linear feet of 8-inch water line and appurtenances including fire hydrants, valves, water main reconnections and service reconnections within the Sheldon Woods service area It is noted that surrounding area of the work location is made up of commercial and industrial areas which include but are not limited to, schools, industrial businesses, commercial properties, gas stations, pipe yards, etc. in addition to the residential properties
