Given the state of emergency and concerns due to COVID-19 pandemic and the general public, the bid opening will be held by phone conference in order to comply with Federal Guidelines for holding meetings. This is in order to prevent disruption over the phone and to allow callers to listen to the meeting. 5. A roll call will be initiated at the beginning of the bid opening to confirm the phone conference attendees. Upon consideration of the bids, Sheldon Road MUD retains the right to reject any or all bids or to accept any bid deemed advantageous to it. This project will be federally funded by the U.S. Housing and Urban Development (HUD) Department through the Harris County Community Services Department (HCCSD). Applicable requirements include, but are not limited to compliance with the Davis-Bacon and Related Acts, Federal Labor Standards, Equal Employment Opportunity, Affirmative Action, Section 3 of the HUD Act of 1968, and contracting with small, minority, and disadvantage firms, as detailed in the project manual.
