Demolition, site work, paving and new construction of a civil project in Spokane Valley, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; bridge / tunnel; bridge / tunnel; and water / sewer project.

As of July 25, 2024, this project is included in the city's 2025-2030 Capital Improvement Program (CIP). Further information regarding a design firm. Construction is anticipated in 2026. The City of Spokane Valley (City) solicits interest from consulting firms with expertise in civil design, structural design, environmental services, and right-of-way acquisition. This agreement will be for approximately two years in duration with the option for the City to extend it for additional time and money if necessary. Consultants will be considered for the following project. The City reserves the right to amend terms of this Request for Qualifications (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description: The work to be performed by the CONSULTANT consists of preparing final design for the improvements to the Sullivan Road/SR 290 Interchange. The City has conducted an alternative evaluation and has selected a preferred interchange configuration that will replace the existing signalized diamond interchange The proposed improvements include replacing two bridges over the BNSF railway and SR 290, constructing a roundabout, on and off ramp improvements, stormwater improvements and pedestrian facilities. The design will include working closely with the City, Burlington Northern Santa Fe Railway Company (BNSF), and Washington State Department of Transportation (WSDOT) staff through the design process. This project has 16% DBE goal. Final design services include: 1) Additional Surveying (if needed) 2) Traffic analysis 3) Preliminary design 4) Environmental documentation and preparation of permit applications 5) Pavement, roundabout, bridge, structural, street lighting, and stormwater design 6) Geotechnical recommendations 7) Preparation of plans, specifications, and estimates for construction bid documents 8) Accessibility design and analysis 9) Constructability analysis 10) Risk assessment 11) Determination of R/W needs and R/W plan preparation. 12) R/W negotiations and R/W acquisitions. 13) Bid support The City reserves the right to retain the services of the successful firm for any subsequent phases (CN) associated with this project. Evaluation Criteria: Submittals will be evaluated and ranked based on the following criteria: 1. Qualification of Proposed Project Manager and Team 2. Experience of the Proposed Project Manager and Team 3. Approach to project management 4. Approach to schedule 5. Approach to quality control 6. Approach to meet the DBE goal 7. Organization & Clarity of the proposal Submittal: Submittals must include the firm name and main phone number; name and e-mail address for Principal in-Charge and Project Manager; disciplines provided by the firm and total number of employees within Washington State. Similar information shall be provided for any subconsultants. A Business Statement form must be attached to the SOQ for the prime consultant and each sub-consultant (if any).
