The work under this Invitation for Bid generally includes, but is not limited to, the replacement of the existing 30 year old escalator with a new bi-directional escalator located within the station building. The project will incorporate architectural, civil/structural, plumbing, HVAC and electrical improvements to help prevent future degradation of the escalator. All firms must be prequalified, by NJ TRANSIT, for the character and amount of work that is equal to or greater than their Bid amount. Bidders are required to be prequalified with a classification of "BC" (Building Construction: Non-Operating Railroad Environment) as a "GC" (General Contractor) with a minimum rating of "I" ($1,000,001 to $2,000,000). Contractors and subcontractors are also required to comply with the State of New Jersey, Division of Revenue Business Registration Certificate requirements (P.L. 2004, c.57). Contractors or Subcontractors shall not engage in the performance of any work, unless the Contractor or Subcontractor is registered with the New Jersey Department of Labor and Department of Treasury Division of Revenue, as required. In addition, Source Disclosure Requirements (N.J.S.A. 52:34-13.2) apply to this project. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity Laws and Regulations. This project is funded by the Federal Highway Administration (FHWA) and the DBE program will be administered by NJDOT. As an aid in meeting the commitment of its Disadvantaged Business Enterprise (DBE) Program, NJDOThas assigned a Race Conscious DBE goal of 1% on the gross sum amount of the bid or contract for DBE subcontracting participation. In accordance with N.J.S.A. 27:25-11(b) (3) and N.J.A.C. 16:72-2.2 bidders are notified that a bid bond in the amount of ten percent (10%) of the bid price is required with their bids. This project is subject to the requirements of the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. and the Business Registration Certificate Requirement, N.J.S.A. 52:32-44.
