The Idlewild Booster Pump Station Supply Main is expected to be a new 30- and 36-inch diameter water main between the existing 30-inch line at the Craig Avenue Elevated Storage Tank and the intersection of Monroe Road and McMullen Way to a future transmission main which is expected to be installed under a City of Charlotte intersection project. In addition, the Owner reserves the right to add the scope of work for a future transmission main along Monroe Road between McMullen Way and Idlewild Road. This future transmission main is currently part of a Charlotte DOT road improvement project but may be added to the Design-Build Teams scope of work, in the event the intersection project is delayed. As of July 05, 2022, this project is currently in the FY 2023-2027 CIP . Funding for this project is allotted in the city's capital improvement plan for construction Fy 2023. A firm timeline has not been established; however, construction is scheduled for Fiscal Year 2023. Charlotte Water is seeking Progressive Design-Build services to assist with the analysis, design and construction for the 960 Zone North South Transmission Main, North Tryon Pressure Zone Boundary Change, Idlewild Booster Pump Station Supply Main, and Airport Area Transmission Main Projects. Proposers need to assemble a team of experts including at a minimum design, survey, geotechnical, environmental, permitting, real estate acquisition including appraisal and legal, and construction contractors. Proposers are put on notice that based on the City's 2017 Disparity Study findings, the City has established a 20% aspirational MWSBE Goal for this project, which includes all development, planning, design, consulting, pre-construction, and construction work, and for any other work, services, and products provided on the Project(s) Prior to City Council's vote to award the contract(s), the City and the successful proposer shall negotiate and agree on the established MWSBE Goals for the Project (collectively, "Subcontracting Goals"). The MWSBE Goals will be established in two phases as follows: o MWSBE Goals for Phase I will include all development, planning, design, consulting and pre-construction work; o MWSBE Goals for Phase II will include all construction work; these goals are typically set at 60%+ design (before construction phase)
