Demolition, site work, paving and renovation of a civil project in South Lake Tahoe, California. Completed plans call for the demolition of a water / sewer project; for site work for a water / sewer project; for the renovation of a water / sewer project; road / highway; and for paving for a road / highway.

The site of the work is located at the STPUD Wastewater Treatment Plant, 1275 Meadow Crest Drive, South Lake Tahoe, California. The work to be performed consists of but are not limited to: Rehabilitation of Secondary Clarifier No.3 at the STPUD Wastewater Treatment Plant including mechanical, structural, electrical, and instrumentation improvements. This includes demolition of the existing sludge collector mechanism and replacement with new sludge collector mechanisms and appurtenances; seismic retrofits and rehabilitation of the existing concrete tanks; replacement of existing secondary clarifier handrail and V-notch weirs; installation of new density current baffles; demolition and replacement of existing RAS piping; new clarifier drive in existing MCC; integration of new sludge collector mechanism controls to the PLC; and site civil improvements including excavation, grading, and paving as required to accommodate new improvements. This project is being funded, in part, by the California Clean Water State Revolving Fund (CWSRF) Program. The Contractor will be required to comply with State and federal contract rules and regulations including requirements for Disadvantaged Business Enterprise (DBE) and American Iron and Steel (AIS) as detailed in Sections 00_74_00 and 00_75_00 of the Specifications. The prime contractor is required to provide documentation that the local U.S. Small Business Administration (SBA) and/or the Minority Business Development Agency (MBDA) of the U.S. Department of Commerce were notified of the contracting opportunity at least thirty (30) calendar days prior to the bid opening date. A bid will be considered nonresponsive unless it includes the forms required in Section 00_75_00 to be completed and submitted with the Bid. In accordance with the provisions of California Public Contract Code section 3300, the South Tahoe Public Utility District has determined that the bidder shall possess a valid class A contractor license at the time of bid opening, the Contract is awarded and for the duration of the Contract. Failure to possess the specified license shall render the bid as non-responsive and shall act as a bar to awarding the contract to any bidder not possessing said license at the time of award. This project is subject to prevailing wage requirements. As a federally-funded project, the work is subject to both California labor standards and federal labor standards including the DavisBacon Act (40 USC 3142). The general prevailing rate of per diem wages and the general prevailing rate of per diem wages for holiday and overtime work must be paid for the locality in which the work will be performed for each craft, classification, or type of worker needed. The higher of either state of California or federal prevailing wages must be paid. The prevailing wages for the work are on file at the District's office. The federal prevailing wages for this project are included as an attachment to the bid documents. This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Labor Code sections 1725.5 and 1771.1, Section 7029.1 of the Business and Professions Code, and Section 10164 and 20103.5 of the Public Contract Code, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the Bidder's and its subcontractors' current registration with the Department of Industrial Relations. The South Tahoe Public Utility District reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards to the lowest responsive, responsible bidder in the best interest of the District. If alternate bid items are called for in the Contract Documents, the lowest bid will be determined on the basis of the base bid only MBE : 11% WBE : 4% MBE : 14.3% WBE : 6.9%
