**As of July 24, 2020, the project has not yet been awarded. Anticipate award date will be on or before August 10, 2020.** This project includes the procurement and installation of a 12,000-gallon AVGAS tank and 15,000-gallon Jet-A tank as well as the associated new pumps and equipment inside the existing fuel systems containment area. Bidders shall complete all line items and total amount for Base Bid Schedule. Bid Bond or certified check made payable to Carteret County - Beaufort Airport Authority in the amount of 5% of the bidder's maximum bid price. f. All addenda issued for the project shall be signed and returned with the bid All questions regarding the plans and specs shall be submitted in writing to Talbert & Bright, attention Randy Fender. Responses to questions will be issued by Addendum as necessary. Questions shall be submitted in writing no later than Monday, May 4, 2020 at 12:00 p.m. All bidders shall hold a current license from the NC General Contractors License Board. The license shall be current at the time of bid. All subcontractors working on the project must be prequalified by NCDOT prior to commencing work on the project. Federal requirements apply to the project as it will be federally funded. Contractor shall familiarize themselves with the federal requirements included in Appendix D. The project has a DBE goal of 0.0% established by NCDOT Contractual Services. - Though there is a DBE goal of zero, Bidders are still required to submit any DBE participation information on sheet B-13. If bidders have no DBE participation, they shall indicate "None" or the number "0" on sheet B-13. Blank forms will not be deemed to represent zero participation. If your DBE forms are left blank, your bid amount will not be read aloud and the proposal will be returned to the bidder. DBE subcontractors must also be prequalified by the NCDOT for the work they will be performing, prior to commencing construction. - Bidder must submit their intentions to meet the DBE goals by submitting page B-13 of Appendix B at the time of the bid. The bidder must also submit the Letter of Intent (page B-14 for each DBE subcontractor). The Letter of Intent must be submitted not later than 2:00 PM on the 5 th calendar day following opening of bids. - Material suppliers only count 60% towards the goal. - Manufacturers count 100% towards the goal. - Subcontractors count 100% towards the goal All bids will remain valid for acceptance by the Owner for 120 calendar days after the day of the bid opening.
