Site work and paving for a road / highway in Raleigh, North Carolina. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Scope is to furnishing of labor, material and equipment for the Lake Johnson Trail Repairs and Improvements The deadline to submit written questions to the email address listed below is 12:00 PM (EST) May 21, 2020. The City's responses will be posted and made available by May 29, 2020. Email questions to: Pamela A. Kistner, PE Dewberry Engineers pkistner@dewberry.com Each Bidder must show evidence that it is licensed under Chapter 87 of the N.C. General Statutes and the City reserves the right to request additional bidder qualifications as needed. No bid may be withdrawn for ninety (90) days after the scheduled closing time for bids. The Owner reserves the right to reject any or all bids and to waive informalities. The City Council of the City of Raleigh reserves the right to reject any or all proposals. Pursuant to General Statutes of North Carolina Sections 143-128 and 143-131 and to City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Women-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include - Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their proposal, and how that participation will be achieved. Furthermore, the City's goal 1s to contract or sub-contract fifteen percent (15%) of the contract amount to Certified Minority and Women Owned Businesses on construction projects over $300,000, or with contracts that include $100,000 or more with state funding. The goal breakdown is 8% for minorities and 7% for non-minority females. Bid Security, Performance and Payment Bonds are required for this project. No Bid shall be considered or accepted by the City of Raleigh unless at the time of its filing the same shall be accompanied by a bid security deposit with the City of Raleigh of cash, or a cashier's check or a certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent of the Proposal. In lieu of making the deposit as above provided, such Bidder may file a Bid Bond executed by a corporate surety licensed under the laws of the State of North Carolina to execute such bonds; conditioned that the surety will upon demand forthwith make payment to the City of Raleigh upon said Bond if the Bidder fails to execute the Contract in accordance with the Bid Bond. If upon acceptance of his Bid, a Bidder fails to enter into a Contract with the City of Raleigh, the Bid deposit shall be forfeited to and become the property of the City of Raleigh. A separate performance bond and payment bond each in an amount equal to one hundred percent of the Contract price will be required after bids are received and the Notice of Award has been issued to the lowest most responsive, responsible bidder. Carriers must be authorized to do business in the state of North Carolina.
