Site work for a mixed-use development in Raleigh, North Carolina. Completed plans call for site work for a transportation facility.

The project consists of: Removal of existing asphalt and replace with concrete; removal and repair of railroad track; remove and replace ties and spikes at two bridges; ballast and tie replacement; and providing storm pipes, grading, and providing Class 1 riprap with filter fabric. The improvements include protection of existing utilities and adjacent railroad tracks and removal and replacement of any signs. The contractor will be responsible for providing necessary erosion and sediment control and revegetation of disturbed area. With requests for Bidding Documents, all requestors shall supply the following information for registration with the Engineer: Company name, contact person, street address, phone numbers, and email address for Bidding office. Indicate if the firm will be a Bidder, Supplier, or SubContractor. Partial sets of plans and specifications will not be issued. Contractors are responsible for distributing documents to all sub-contractors. Each Bid must be made on the blank forms provided in the PROJECT MANUAL and must be enclosed in a sealed envelope and addressed to: City of Raleigh, Parks, Recreation and Cultural Resources Department, Attn: Gary Claiborne, 222 W. Hargett Street, Suite 601, Raleigh NC 27601. The name, address, and the North Carolina Contractor's License Number of the Bidder must be plainly written on the outside of the envelope, and the envelope shall be marked with Bid for PULLEN PARK RAILROAD IMPROVEMENTS and PROJECT NO. 274-PR-PullenRR-2020B. The following forms, included in the Project Manual, shall be fully filled out by the Bidder and included with the Bid: Bid Proposal Form Acknowledgement of Receipt of Addenda Proposal Signature Page(s) Bidder Qualifications Additional Bidders Certification Contractor Performance Policy MWBE forms Any delivery proposals should be addressed to: Via Registered Mail (USPS) ONLY: City of Raleigh, Parks, Recreation and Cultural Resources Department, Attn: Gary Claiborne, P.O. Box 590, Raleigh North Carolina 27602. and delivery of via other means: City of Raleigh, Parks, Recreation and Cultural Resources Department, Attn: Gary Claiborne, 222 W. Hargett Street, Suite 601, Raleigh, NC 27601. Mark the outside envelope with the Project Number: 274-PR-PullenRR-2020B. Mailed proposals must be received prior to the bid opening by the date and time specified above. Bidders are responsible for ensuring delivery of mailed proposals before the scheduled bid opening. (Note that bid opening location differs from delivery and mailing address.) No bid may be withdrawn for ninety (90) days after the bid opening. The Owner reserves the right to reject any or all bids and to waive informalities. Each Bidder must show evidence that it is licensed under Chapter 87 of the N.C. General Statutes, and the City reserves the right to request additional bidder qualifications as needed. Pursuant to General Statues of North Carolina Section 143-128 and 143-131 and to City policy, the City of Raleigh encourages and provides equal opportunity for Certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include - Professional Services; Goods and Other Services; and Construction. Furthermore, the Citys goal is to contract or sub-contract fifteen percent (15%) of the contract amount to Certified MWBEs on construction projects over $300,000. The goal breakdown is 8% for minorities and 7% for non-minority females. The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, the Owner may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Proposals or to Award the contract which in its judgment is in the best interest of the Owner. *This project timeline has been extended due to the public health crisis.
