Site work and new construction of a mixed-use development in Seaford, Delaware. Completed plans call for site work for a 1,760-square-foot, one-story above grade, two-space municipal facility; for the construction of a municipal facility; parking garage; and parking garage.

For the construction of a new single story 1,760 GSF Office/Garage Building to be located at the existing Seaford Electric & Public Works Yard at 8000 Herring Run Road, Seaford, Delaware. The new building shall house an office and 2 bay garage for support of the Western Sussex Unified Sanitary Sewer District. The work detailed in the Western Sussex Transmission Facilities: Project No. S20-35: Office/Garage Building GMB contract drawings consists of site demolition and site work for preparation of building construction including furnishing and installing approximately 175 lineal feet of 6" PVC gravity sewer service, 55 lineal feet of 1" PE water service, 88 lineal feet of concrete curb, 265 square yards of bituminous concrete pavement and 28 lineal feet of chain link fencing. The work consists of the furnishing of all labor, materials, transportation, tools, supplies and equipment necessary for the work shown in the Contract Documents The work detailed in the Western Sussex Transmission Facilities: Project No. S20-35: Office/Garage Building DBF contract drawings consists of construction of a new single story 1,760 GSF Office / Garage building at 8000 Herring Run Road, Seaford, Delaware. The new building shall house a two-bay garage, office, utility room and toilet room. The completed work shall include site work, concrete, pre-engineered timber building, metal roof and siding, wood studs and drywall, mechanical, electrical and plumbing systems. The work consists of the furnishing of all labor, materials, transportation, tools, supplies and equipment necessary for the work shown in the Contract Documents. Each BID must be accompanied by a BID BOND payable to the OWNER for ten (10) percent of the total amount of the BID. No Bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. The right is reserved, as the interests of Sussex County may appear, to reject any and all bids, to waive any informalities in bids received, and to accept or reject any items of any bid. Current Delaware State Prevailing Wages and Davis-Bacon Wage Rates apply on this project and are contained in the Bidding Documents. The project will be completed utilizing Delaware Clean Water State Revolving Fund monies, thus bidders on this work will be required to comply with the President's Executive Order No. 11246, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. The requirements for bidders and contractors under this order are explained in the specifications. This procurement will be subject to regulations contained in 40 CFR Part 33. Since the project will be completed utilizing Delaware Clean Water State Revolving Fund monies, bidders on this work will also be required to comply with the terms and conditions of the U.S. Environmental Protection Agency and the State of Delaware. The requirements for bidders and contractors under these enactments are explained in the Bidding Documents. Also, since the project will be completed utilizing Delaware Clean Water State Revolving Fund monies, bidders will be required to comply with the Delaware Clean Water State Revolving Fund Program's Minority and Women's Business Enterprise (MBE/WBE) requirements. The MBE/WBE policy (goals and affirmative steps) are included in the Bidding Documents.
