Site work and paving for a transportation facility in Dulce, New Mexico. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

Project Description: The scope of work is comprised of a Base Bid and optional Bid Alternate 1. Base bid includes runway and taxiway pavement rehabilitation, removal of existing pavement underdrains, removal of existing runway lighting and installation of reflective markers, removal and replacement of rotating beacon and wind cone. Bid Alternate 1 includes installation of new runway lighting in lieu of reflective markers, removal and replacement of rotating beacon, REIL's, windcones, and guidance signs. Bidders must also submit their original bid in a sealed envelope via USPS or other mailing service no later than August 3, 2020 to the address below: WHPacific Inc. 6501 Americas Pkwy NE, Suite 400 Albuquerque, New Mexico, 87110 Attn: Jicarilla Apache Nation Airport The bids received will be considered by the Tribal Council at a regular meeting or at a special meeting as may be required. No bid will be considered if received via email after the hour of 2 p.m. (Mountain Time) July 29, 2020 and original bid is received via mailing service after August 3, 2020. Due to public health concerns there will be no Pre-Bid Meeting. Bidders may view the project site, but must obtain permission in advance from Mr. Chris Holyfield, Jicarilla Apache Nation Emergency Manager. Any bidder requesting site access must comply with current public health orders of the State of New Mexico and Jicarilla Apache Nation. Mr. Holyfield may be contacted for health screening and access permission at the following email address or telephone number The work requires the following licenses from New Mexico Construction Industries Division: Runway and Taxiway Construction: GF-1 Fixed Works, Airports or GF-98 Fixed Works, Construct, alter, or repair fixed works facilities. Airfield Electrical: EE-98. Residential and commercial electrical wiring 5000 volts, nominal or less and Electrical distribution and transmission systems over 5000 volts, nominal. Other licenses for major items of work drainage, etc. These licenses will be required at the time bids are opened by any contractor bidding on this work. The procurement code, Sections 13-1-28 through 13-1-199, NMSA 1978 (as amended), imposes civil and criminal penalties for its violation. In addition, the New Mexico Criminal Statutes impose felony penalties for illegal bribes, gratuities and kickbacks. Each bidder will be required to submit with their bid, a certified check, cashier's check or bid bond in the amount of 5% of their bid, made payable to the Jicarilla Apache Nation. The Tribal Council agrees to carefully canvass and consider each bid submitted. In consideration thereof, no bids may be withdrawn after the scheduled closing time for receipt of bids for at least 90 calendar days. The Tribal Council reserves the right to reject any or all bids, to waive technicalities and to accept the bid of the lowest responsible, responsive bidder it deems to be in the best interest of the Tribe to accept. Minimum wage rates on this project shall be determined by the U.S. Department of Labor Wage Rate Decision No. NM20200037 for each trade or labor classification.
