Bidders are advised that the Department of Defense facility at 3949 Diamond Head Road is a secure facility. In order to access the property, Bidders and/or their authorized personnel shall present a current driver's license or other form of official identification with photograph to the security personnel at the entry gate, and shall inform the security personnel of the building and room number they require access to State Contracting Section. Lack of official identification or knowledge of the building and room to which access is needed are grounds for denial of access onto the property. Bidders should be aware and allow for security screening and random vehicle inspections. The state will not be responsible for late bids due to the afore mentioned reasons. BID OPENING CHANGES In keeping with Governor Ige's emergency declaration regarding COVID-19, the Department of Defense is temporarily altering the process to be used for bid openings to adhere to the requirement to avoid unnecessary gatherings. The bid tabulation will be posted on the DOD website,along with the subcontractor listing for the initial apparent low bidder. Additionally, we will email to each bidder PDF files providing scans of all pages for each of the three apparent lowest bids received. This service is intended to replace the prior practice of permitting bidders to photograph competitors' bid packages. Any changes to these instructions shall be posted in an Addendum. Proposed work consists of, but not limited to the following: internal and external building improvements, as well as a photovoltaic system with canopy structure. The estimated cost is between $2,300,000 and $2,500,000. All requests for substitution, clarification of bidding documents and/or specifications must be received in the office listed above, via email, prior to June 1, 2020, 4:30 pm.
