As of 7/14/2021 this project has not yet been awarded. A timeline for award has not yet been established. This RFPQ will not result in contract award. Instead, this RFPQ will seek to establish a list of qualified FSPs who will be invited to submit detailed, formal bids on the Lake Ralph Hall Mitigation Project. Pre-qualified FSPs will receive a detailed bid package and project information to develop their bids. The project consists of the impoundment of the North Sulphur River and tributaries, which will result in the creation of a 7,568- acre reservoir. The proposed mitigation activities for impacts to aquatic resources (Project) will be conducted within the project boundary and within Mitigation Zones A, B and/or C, as shown in Exhibits C-1 through C-4. The Project includes approximately 231,000 linear feet of stream restoration and re- establishment, 38,000 linear feet of stream enhancement, and 8 acres of wetland creation. Services to be provided by the selected FSP will include design development, construction of mitigation measures, performance monitoring for at least seven years following construction, required maintenance and adaptive management during the monitoring period to achieve performance standards, and mitigation close-out and approval by the U.S. Army Corps of Engineers (USACE) and Texas Commission on Environmental Quality (TCEQ).
