The objective of the project is to perform As-needed pavement restoration required per DPW Order No. 187,005 for excavations in street and sidewalks done by others. The excavations are for water service and water meter installation, meter box installation and adjustment, and also for repairing pipe leaks and main breaks. Locations of the work are mostly at various locations within the City and County of San Francisco, including Yerba Buena Island and Treasure Island and occasionally in SFWD easements in the Peninsula and East Bay. The work is to be performed in San Francisco, California. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid. A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 5.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 5.00% LBE Subcontracting Participation Requirement. The requirement is less than 20% due to the variability of actual work scopes in an as-needed contract and the closeout LBE participation percentage for WD-2820R and WD-2710. Subcontracting opportunities may include, but not limited, to the following major types of work: trucking, hauling, shoring, street surface restoration and renovation, saw cutting and traffic control. In addition, the SFPUC seeks to promote diversity within its contracting opportunities. Thus, the SFPUC strongly encourages bids from Bidders that optimize the use of S.F. Small and Micro-LBE certified subcontracting firms. The SFPUC also seeks to further optimize the use of contractor teams that reflect the diversity of the City and County of San Francisco. As such, the City recommends that Bidders consider the composition of their teams in terms of gender, age, ethnicity, and race, and to utilize teams that include a diverse mix of staff at all organizational levels. In accordance with San Francisco Administrative Code ("Administrative Code") Chapter 6, no bid is accepted and no contract in excess of $706,000 is awarded by the City and County of San Francisco until such time as (a) the General Manager, San Francisco Public Utilities Commission recommends the contract for award and (b) the San Francisco Public Utilities Commission then adopts a resolution awarding the contract. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. Bidders are hereby advised that the Contractor to whom the Contract is awarded must be certified by the Contract Monitoring Division as being in compliance with the Equal Benefits Provisions of Chapter 12B of the City's Administrative Code within two weeks after notification of award by the SFPUC General Manager.
