For grading and drainage improvements at Lee Park Golf Course in accordance with specifications on file and accessible in said office. Bids will be awarded at a regular meeting of the Aberdeen Park and Recreation Board in the Aberdeen Parks, Recreation and Forestry Department Office, 225 Third Avenue Southeast, Aberdeen, South Dakota, at 12:00 noon on Wednesday, August 5, 2020. Bids shall be submitted in accordance with the specifications. All bids shall be plainly marked on the outside of the envelope with the words "Lee Park Restoration". The Park and Recreation Board reserves the right to reject any and all bids and make the award on the basis of the lowest and best qualified bidder. Each bid in excess of $25,000 shall be accompanied by a ten percent (10%) Bid Bond or a certified check or cashier's check in an amount equal to at least five percent (5%) of the total gross bid, the same to be issued by a solvent bank authorized to operate in South Dakota, and made payable to the City of Aberdeen, South Dakota. These securities are to be guarantees that if the Proposal is accepted, a contract will be entered into by the Bidder. No bid may be withdrawn within a period of thirty (30) days after the date fixed for opening bids. Lee Park Golf Course is an existing 18-hole golf course which opened for play in 1996 and is owned by the City of Aberdeen, South Dakota. In order to improve course conditions and playability, the City completed a Long Range Master Plan study which identified improved drainage as one of the highest priority improvements. In the fall of 2020, the City will be excavating existing ponds 2 and 3 to remove sediment and clean up the edges and to then install a new 18 inch HDPE main trunk drainage pipe. This golf course restoration project will include restoration of disturbed areas on holes 11, 13 and 14 as well as repair of the irrigation system and the possible construction of new tees and cart paths
