By utilizing a DBfOM project delivery approach, the County expects to secure substantial public benefits. These benefits include optimal risk allocation; cost savings; incentives and enforcement capacity for high performance and efficiency gain; expedited project design and construction scheduling; and predictable long-term operation and maintenance costs. The County's intent in developing this RFQ and the subsequent RFP is to encourage qualified firms to provide the best solution for the Project in accordance with the requirements of this RFQ and the subsequent RFP. The County expects to enter into an agreement (the Project Agreement) with a private entity (the Project Company) for the performance of the Contract Services. The technical requirements for the Project are being developed and will be presented in the RFP.
