Site work for a municipal facility in Hendersonville, North Carolina. Completed plans call for site work for a municipal facility.
Henderson County purchased five prefabricated passenger waiting shelters for its fixed-route transit system. The County intends to award a contract for the installation of these units. The installation is funded through a federal grant and will require additional terms and conditions to be met by the awarded bidder. The shelters must be delivered to the selected contractor and subsequently installed in the pre-selected locations unless otherwise agreed. A forklift is required for unloading the shelters from the delivery truck. It will be pertinent for the selected contractor to work with the Planner III regarding the placement of the shelters due to some sites requiring easements and others an encroachment agreement. The installation requires the pouring of a concrete slab and improvements to the sidewalks to allow for ADA access. Furnish the necessary supervision, labor, tools, equipment and materials to complete the required work as outlined in the description. Required permits including encroachment agreements from NCDOT, easements from private landowners, County Building Permits, and City Zoning Permits will be obtained by the County. Any additional permits required will be secured by the contractor. Shelter #1 is within the City of Hendersonville's ROW. Shelter #2 is on private property. Shelter #3 is on private property. Shelter #4 is within NCDOT ROW. Shelter #5 is within NCDOT ROW. Installation of shelters must meet current North Carolina Building Code. Restore all disturbed areas. Comply with all provisions of the NCDOT Bus Shelter and Bus Stop Guidelines (attached) where applicable. In light of the recent COVID-19 pandemic, NCDOT issued guidance for parties working within the NCDOT right-of-way under an encroachment permit. Three of the shelters will be installed in the NCDOT ROW and the guidance must be adhered to. The project will require a mandatory start date to be before September 1, 2020. Work should be completed no later than eight weeks after start. Liquidation damages of $300 per day will be applied for days of work performed after the eightweek time frame has elapsed.
