The proposed project herein specified and described includes the following work: The Johns Hill Neighborhood Water Service Replacement Project consists of replacing approximately 94 existing galvanized water services from the water main to the water meter located in the residence with a new copper service. The work includes verifying the service is galvanized at the curb stop, contacting the select property owner to receive written approval, and complete the work. The work will also include the abandonment of 49 galvanized water services to vacant lots. All landscaping restoration, pavement patching, sidewalk and driveway patching and traffic control is included as required to complete the work. All proposals must be accompanied by a BANK DRAFT, CASHIER'S CHECK, OR CERTIFIED CHECK made payable to Treasurer, Decatur, Illinois, in the amount of ten percent (10%) of the bid or BID BOND in the same amount. 7. The contractor shall at all times during the term of this Contract pay the applicable prevailing wage for Macon County for the month during which the work is performed, as determined by the Illinois Department of Labor. The following Minority Participation Goals for Public Works Contracts are in effect for this contract: (1) Ten percent (10%) of the total dollar amount of the contract should be performed by minority business enterprises; and, (2) Eighteen percent (18%) of the total hours worked should be performed by minority workers. All Contractors shall provide evidence of meeting the City's minority participation goals prior to the award of this project and prior to all payments made for work completed or provide the City of Decatur documentation on their good faith efforts to comply with the participation goals. Required information and documentation is included in the Project Manual and to be submitted with the bid proposal. The Council of the City of Decatur, Illinois, reserves the right to accept, renegotiate or reject any or all proposals and to waive any variance from the requirements of the instructions for bidders. At the discretion of the Council, required items may be submitted after the bid opening if there is sufficient compliance with instructions at the time of the bid opening to permit the City to determine the price bid.
