Site work for a water / sewer project in Pierce City, Missouri. Completed plans call for site work for a water / sewer project.

Project Description This project will add the Water Supply System to the existing Rockwell RSView32 SCADA System controlling the WWTP. It will be supplied under the Water Supply (Well) Improvements Project Site Locations: WWTP: SCADA Computer Location Well 3 & Tower Well 4 & Tower (with Generator) Well 5 The order that these sites are completed will be determined after contract sign-off and notice to proceed. Scope of Work WWTP SCADA Computer The specifications call for a current copy of RSView32 development software, however, this software being phased out by Rockwell as RSView32 will not run on a computer running on operating system newer than Window XP. As windows XP is no longer supported by Microsoft, ACS is including a new Windows 10 Professional 64-bit computer as part of our quote. This said, RSView32 will not run on a Windows 10 machine, therefore RSView32 must be upgraded to Rockwell FactoryTalk. One other point is that the PanelView Plus touchscreens at each wellhouse will not run RSView32; they only use FactoryTalk. Work to be Completed by ACS o Replace existing SCADA System Computer with a new Windows 10 Professional 64-bit computer equipped with a 27-inch monitor, printer and UPS. o This will allow for the existing WWTP SCADA system to continue being used without interruption. o Software FactoryTalk View Runtime Topview Alarm Software (already approved by Anderson Engineering as an approved alternate) o Alarms will be sent out via text message to operator's cell phones Microsoft Excel (for reports) o Upgrade existing WWTP RSView32 HMI (Human Machine Interface) program to FactoryTalk and add necessary screens for the Water System. o Install a Cellular Modem with antenna for communications to the Well locations. o Install a 16x14 fiberglass enclosure for the Cellular communications modem and Ethernet Router. o Testing and commissioning of Well control equipment to the HMI. o Provide Logmein remote access to view and control the SCADA computer, remotely. o Provide remote access for ACS to troubleshoot the Well PLC's, remotely. Work to be Completed by the City and/or City's Contractors o Any necessary power or other wiring. Well 3 and Tower Work to be Completed by ACS o New 36x30x12 control panel o Rockwell PanelView Plus 7 touchscreen. o Allen-Bradley MicroLogix 1400 PLC equipped with one (1) 4-channel Analog (4-20) Input Card o Incoming Power Surge Protection o 24VDC Power Supply (240W) o 5-port Ethernet Switch o Isolated Output Relays for control of well pump and any other external equipment (i.e. Chlorine dosing pumps) o 4-20mA signal surge protection o Cellular Modem with external antenna o HOA switch and Call to Run / Running LED indicator lights o 750 AH UPS o All necessary terminal boards, breakers and other appurtenances. o Installation of new HOA switches and Call for Run and Running Lights on door of control cabinet. o Programming of PLC per original control document o Termination of I/O wiring to new controls o Pressure Transducer for monitoring tower pressure o Temperature transmitter for Well House. o Control and monitoring of new SoftStart o Testing and commissioning of control equipment locally o Testing and commissioning of control equipment to the HMI Work to be Completed by the General Contractor o Installation of 36x30x12 enclosure (will be provided by ACS to the contractor) o Installation of all external conduit and wire-pulling (per wire schedule provided by ACS) o Installation and termination of power to control cabinet. o Any hot taps necessary to install pressure transducer in water lines. o New SoftStart Motor Control cabinet. o The HOA switch on the SCADA control cabinet will be the primary control switch. The HOA switch on the SoftStart cabinet will be left in Auto and only used if the SCADA control cabinet is malfunctioning or has been damaged. Well 4 and Tower (and monitoring of new Generator) Work to be Completed by ACS o New 36x30x12 control panel o Rockwell PanelView Plus 7 touchscreen. o Allen-Bradley MicroLogix 1400 PLC equipped with one (1) 4-channel Analog (4-20) Input Card and one (1) 4-channel Analog (4-20) Output Card. o Incoming Power Surge Protection o 24VDC Power Supply (240W) o 5-port Ethernet Switch o Isolated Output Relays for control of well pump and any other external equipment (i.e. Chlorine dosing pumps) o 4-20mA signal surge protection o Cellular Modem with external antenna o HOA switch and Call to Run / Running LED indicator lights o 750 AH UPS o All necessary terminal boards, breakers and other appurtenances. o Installation of new HOA switches and Call for Run and Running Lights on door of control cabinet. o Programming of PLC per original control document o Termination of I/O wiring to new controls o Pressure Transducer for monitoring tower pressure o Control and monitoring of new VFD. o The speed of the VFD will be controlled to maintain a pressure setpoint defined by the operator. o Temperature transmitter for Well House. o Testing and commissioning of control equipment locally o Testing and commissioning of control equipment to the HMI Work to be Completed by the General Contractor o Installation of 36x30x12 enclosure (will be provided by ACS to the contractor) o Installation of all external conduit and wire-pulling (per wire schedule provided by ACS) o Installation and termination of power to control cabinet. o Any hot taps necessary to install pressure transducer in water lines. o New VFD Motor Control cabinet. o The HOA switch on the SCADA control cabinet will be the primary control switch. The HOA switch on the VFD cabinet will be left in Auto and only used if the SCADA control cabinet is malfunctioning or has been damaged. Well #5 located on Pine St. north of Adams Ave. Existing well & system improvements including new pump control system, new flow meters, and new chlorine system enclosures.
