Renovation of a municipal facility in Tillamook, Oregon. Completed plans call for the renovation of a municipal facility.
The purpose of this Invitation to Bid ("ITB") is to hire a Contractor to construct and install new kitchen cabinets with shelves and the installation of stone countertops for the benefit of the Oregon Department of Fish and Wildlife's Trask Hatchery located at, 15020 Chance Rd, Tillamook, OR 97141. The Work contemplated under this Contract includes all labor, materials, transportation, equipment, permits (not obtained by Owner), and services for, and incidental to, the completion of all Work in connection with the project described in the Contract Documents. The Work will take place in Clatsop County, Oregon. Control Number: 2142255 PROJECT START DATE: 7 calendar days from issuance of Notice to Proceed SUBSTANTIAL COMPLETION: On or before October 24, 2020 FINAL COMPLETION: On or before November 13, 2020 The successful Offeror shall be required to furnish a Performance Bond and a Payment Bond each in the total amount (100%) of the awarded Contract, executed in favor of the State of Oregon, to ensure faithful performance of the Contract and payment for services and goods. Due to COVID-19 concerns, practicing good hygiene and environmental cleaning must be followed. This will include maintaining physical distancing of six feet between Department staff and Contractor and their employees. Wearing face coverings is required. Due to the dynamic nature of the COVID situation, this contract may need to be modified if new guidelines or state mandates prevent the operations listed. The Agency may, in its sole discretion, terminate this Contract, immediately upon notice to Contractor, or at a later date as Agency may establish in its notice, upon the occurrence of any of the following events: 1. Agency fails to receive funding, appropriations, limitations, allotments or other expenditure authority at levels sufficient to allow Agency, in the exercise of its reasonable administrative discretion, to make payments under this Contract; 2. Federal or state laws, regulations, or guidelines are modified or interpreted in a way that either the purchase of Goods or Services, or both, by the Agency under this Contract is prohibited, or the Agency is prohibited from paying for Goods or Services, or both, from the planned funding source WARRANTIES: Unless otherwise stated, all goods shall be new and current model and shall carry full manufacturer warranties. Contractor warrants all goods delivered to be free from defects in labor, material and manufacture and to be in compliance with solicitation specifications. All implied and expressed warranty provisions of the Uniform Commercial Code (ORS chapter 72) are incorporated in this contract. All warranties shall run to the State. Alternate bids will be considered on products, which meet or exceed products indicated on quote. Vendor is to mark clearly alternate proposals. "OR EQUAL": Any brand name listed in the specifications as "or equal" or "or equivalent" shall establish the minimum requirements for quality, utility, durability, function, purpose, etc. Other product brands may be offered that are equal to or better than the product brand name. Bidder may show cost differences, alternates and options in the space provided in the quote. This clause is not meant to be restrictive, but to set the minimum standard. AGENCY SHALL DETERMINE, IN ITS SOLE DISCRETION, WHETHER A PRODUCT OFFERED IS "EQUAL." When the designation is "or equal" or "equivalent" Agency shall make its decision after Bid Closing. ODFW reserves the right to cancel the solicitation, or reject in whole or in part, any or all quotes when the cancellation or rejection is in the best interest of the contracting Agency, in accordance with ORS 279B.100. The State reserves the right to award any or all items listed, and to reject all Bids. DESCRIPTION OF WORK A. In general, the work to be performed under this contract consists of the following: 1.Base Bid: Provide manufactured wood casework with shop finish, hardware pulls, with stone countertops & backsplash: a. Base and wall cabinets shown on Drawings. i. Specifications for cabinets shall be based on custom fabricated, square recessed panel solid hardwood doors. b. Hardware pulls shall be simple knobs and handles, oil rubbed bronze finish. d. Solid surface stone countertops with integrated bullnose edge and back splash in kitchen. Color selected by Owner's Authorized Representative from standard color chart. B. The Work to be performed under this Contract shall consist of furnishing tools, equipment, materials, supplies, and manufactured articles and for furnishing transportation and services, including fuel, power, water, and essential communications, and for the performance of all labor, work, or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. WORK BY OWNER A. Appliance listed in Specification 11 45 00 and itemized in the drawing appliance schedule. LABOR AND SAFETY STANDARDS A. All Work shall be done in accordance with these specifications and requirements of the State of Oregon and OSHA standards. TEMPORARY FACILITIES A. The Contractor shall furnish all temporary facilities such as portable toilets, job office, security fencing and temporary power as needed to perform the Work. Refer to Section 01 50 00 Temporary Facilities and Controls. PROJECT CONDITIONS A. The Contractor shall coordinate the Work with the Hatchery Manager to minimize disturbance of ongoing hatchery operations. WORK AND STORAGE AREA A. All operations and storage of materials by the Contractor shall be confined to the immediate work area and other approved areas as directed by the Hatchery Manager and owners operator. ACCESS TO THE WORK AREA A. The Contractor shall repair any damage to access facilities and roadways for which the Contractor is responsible and shall restore them to conditions at least equaling preconstruction conditions. B. The Contractor shall take reasonable measures to limit entry of unauthorized persons and vehicles to the work areas and to allow for access for employees, agents, etc. required for the performance of this contract, and to authorized personnel of Federal, State, and local agencies, and to others having a right thereto. RESTORATION OF EXISTING FACILITIES A. Concluding work performed, the contractor will return site to existing conditions unless otherwise noted by owners authorized representative. EASEMENTS AND RIGHTS-OF-WAYS A. Confine construction operations to the immediate vicinity of the work and use due care in placing construction tools, equipment, and supplies so as to cause the least possible damage to property and interference with traffic. PERMITS A. The Contractor shall be responsible for obtaining and paying for all permits, fees, charges, or assessments necessary to complete the work including but not limited to electrical, plumbing and mechanical
