Notice Content Public Notice Sealed bids will be received by the City of Lancaster, Ohio as provided in this notice for the Lawrence Street Water Pollution Control Facility Improvements Project. Contract documents, which include additional details, are on file and available from ARCADIS U.S., Inc., 100 East Campus View Blvd., Suite 230, Columbus, OH 43235-1447. Bidders may view, download or order copies of the Contract Documents from Key Companies, 195 East Livingston Avenue, Columbus Ohio 43215, at www.keycompanies.com. Payment for Contract Documents is non-refundable, no partial sets or individual drawing sheets/document pages will be issued, and payment arrangements are required before documents are issued. It is the responsibility of any person or organization interested in a hard copy of the Contract Documents to pay all costs associated with printing. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda obtained from other sources. Bids shall be enclosed in a sealed envelope addressed to City of Lancaster, Ohio, Municipal Building c/o Paul D. Martin, Service-Safety Director, 104 East Main Street, Lancaster, OH 43130 and plainly marked on the outside "CITY OF LANCASTER, OHIO LAWRENCE STREET WATER POLLUTION CONTROL FACILITY IMPROVEMENTS PROJECT BID." Bids will be received until 11:00AM, local time October 9, 2020. A mandatory pre-bid conference will be held on September 24, 2020 at 1:00 PM, EDT at the Lawrence Street WPCF Annex, 800 Lawrence Street, Lancaster, OH 43130. All bids must include a Bid Guaranty, as described in the Instructions to Bidders. No bidder may withdraw its bid within 60 days after the opening; the City of Lancaster, Ohio reserves the right to waive irregularities, reject any or all bids, and conduct necessary investigations to determine bidder responsibility. This is a Federal Davis-Bacon prevailing wage rate project. The Project also includes Disadvantaged Business Enterprise goals as set forth in the Contract Documents. The Project is also subject to the U.S. EPA policy of encouraging the participation of small business in rural areas. Recipient shall not entertain the use of businesses that are listed on the "Excluded Parties List System" at www.epls.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. This Project will be funded in part by the Water Pollution Control Loan Fund Program as administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.
