Sealed bids will be received by the City of Lancaster, Ohio as provided in this notice for the North Water Treatment Plant Replacement Project. It is the responsibility of any person or organization interested in a hard copy of the Contract Documents to pay all costs associated with printing. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda obtained from other sources. All bids must include a Bid Guaranty, as described in the Instructions to Bidders. No bidder may withdraw its bid within 60 days after the opening; the City of Lancaster, Ohio reserves the right to waive irregularities, reject any or all bids, and conduct necessary investigations to determine bidder responsibility. This is a Federal Davis-Bacon prevailing wage rate project. The Project also includes Disadvantaged Business Enterprise goals as set forth in the Contract Documents. The Project is also subject to the U.S. EPA policy of encouraging the participation of small business in rural areas (SBRAs). Recipient shall not entertain the use of businesses that are listed on the Excluded Parties List System at online in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. This Project will be funded in part by the Water Supply Revolving Loan Account (WSRLA) as administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.
