The County of Volusia, Department of Public Works, Coastal Services Division is seeking a single, responsive and responsible Bidder for the construction of a beach front park at 3621 S. Atlantic Avenue in Daytona Beach Shores, Florida 32118. The lowest responsive and responsible Bidder shall be responsible for all applicable permitting, labor, materials, equipment, tools, transportation, services, and incidentals necessary to complete all Work required by the specifications and as shown on the drawings. Total contract time of two hundred forty (240) days. Each Bid shall be accompanied by a certified check, cashier's check, treasurer's check, bank draft or Bid bond in an amount equal to at least five percent (5%) of the Bid amount payable to the County of Volusia; as a guarantee that, if the Bid is accepted, the Bidder will execute the Contract, provide certificates of insurance in the amounts and categories required by the County and, if required, record separate performance and payment bonds in amounts and with sureties acceptable to the County, within ten (10) days after the award of the Contract. The County is in the process of transitioning to a new e-Bid/RFx software powered by Negometrix, which is a completely free service for all respondents. Beginning May 19, 2020 solicitations will be released electronically through Negometrix in addition to the County website. Solicitations closing on June 2, 2020 and beyond may be submitted electronically through this online platform, or responses may still be delivered to the County. Project Description- The project site is 0.8 acres, was formerly developed, and has been partially demolished with a small parking lot and building still existing. Under current conditions the project site has two basins: Pre-Basin A (0.417 acres), which discharges westward to A1A and Pre-Basin B (0.443acres), which drains eastward to the beach. There is currently no Stormwater Management System (SWMS) in place. The proposed project includes the construction of a new parking lot, restrooms, and a children's playground. The construction of this project will result in 0.639 acres of impervious area on the project site. Under the proposed condition the project will have 1 drainage basin. The project has a SWMS consisting of conveyance piping, an exfiltration trench,and a discharge outfall set at 13.90 ft. NAVD which will discharge to an existing drainage system on A1A. The proposed condition has no eastward discharge point.The detention areas will be created to comply with the water quality and quantity requirementsof Chapter 62-330, F.A.C., Applicant's Handbook Volume I, and Applicant's Handbook Volume II for the Saint John's River Water Management District.
