This project includes the replacement of City-owned water and sewer force main utilities along Elizabeth Avenue and Beach Drive from Tarpon Street to the intersection of Beach Dr and Thomas Dr that will provide future reliable water and sewer service to developments along Beach Drive. The project also includes water line improvements along Joan Avenue near the intersection of Joan Avenue and Thomas Drive, Surf Drive and Bonita Street. Contractor shall provide all materials, equipment, and labor to complete the project in its entirety as described in the contract documents. All Bids shall be submitted in an envelope clearly marked Sealed Bid Beach Drive Utilities Improvements. A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City of Panama City Beach (City) reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 30 days after opening. The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder. Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.
