Site work for a water / sewer project in Newcastle, California. Completed plans call for site work for a water / sewer project.

In accordance with plans and specifications prepared by Domenichelli and Associates the Work includes the furnishing of all labor, materials, tax, equipment and services for the construction and completion of the Lower Banvard Canal Pipeline Replacement Project. This work consists of excavating and erecting two access pits, one on either side of Interstate 80 (I-80) at Caltrans Mile Post PLA 14.956 near Newcastle, Ca. The pits will allow access for the removal of approximately 240-feet of failing 20-inch welded steel pipe that is that is installed within a 30-inch reinforced concrete pipe (RCP). The pits will also be used to install new 20-inch C905 fused PVC pipe within the existing 30-inch RCP. The work will also include the removal of approximately 270-feet of existing non-encased welded steel pipe that transitions the southern road embankment transitioning both Caltrans Right-of-Way (ROW) and private property. All construction activity within Caltrans ROW on both the north and south side of I-80 shall occur within Placer County Water Agency's (PCWA) 15-foot easement. All construction work beyond the Caltrans ROW shall occur within PCWA's continuing 15-foot easement and the temporary construction easements agreed to with the property owners and defined in the right-of-entry agreements. Access to construct the southern pit and both remove the existing 20-inch steel pipe and install new 20-inch steel pipe on the south of I-80 will require the contractor to install vertical shoring and excavate an access ramp to the shoulder of I-80. All work within Caltrans ROW shall not exceed the 15-foot PCWA easement boundaries shown on the plans. The Work include installing temporary bypass systems on the north side of I-80. The main bypass system will convey water primarily from the South Canal that crosses Lozanos Road to the elevated Lower Banvard Canal. The second bypass system will convey water from a local fire hydrant on Ophir Road directly into the Lower Banvard Canal Pipeline. The Work includes the implementation of all traffic control requirements included in the Contract Documents and as necessary to safely construct the Project. Additional traffic control plans and devices will likely be required on County roads outside the Caltrans ROW. The Work includes preparing a water pollution control plan (WPCP) in accordance with Caltrans Standards and implementing the WPCP in full compliance. The Work include full site restoration and soil stabilization in accordance with Caltrans requirements. Total contract time to achieve Final Completion is 300 Calendar days. Bids received from Bidders who did not sign the sign-in sheet and attend the meeting and walk-through will be returned to the Bidder unopened. Attendance by subcontractors is not mandatory, but all interested prospective subcontractors are encouraged to attend. The Owner will transmit to all recipients complete sets of Contract Documents such Addenda as Owner considers necessary in response to questions raised at the meeting and walk-through. Oral statements not confirmed by Addenda may not be relied upon and are not binding or legally effective. Except for mandatory walk-through, no other access to the project site will be granted pre-bid without the Owner's approval. During all site visits the Bidder must be accompanied full time by an authorized representative of the Owner. No exceptions to this requirement. The successful Bidder, simultaneously with the execution of the Agreement, will be required to furnish a Payment Bond equal to one hundred percent (100%) of the Contract Price, a Faithful Performance Bond equal to one hundred (100%) of the Contract Price, the WORKERS' COMPENSATION INSURANCE CERTIFICATE in Section 00645 and evidences of required insurance. The Owner reserves the right to reject any and all bids and further reserves the right to reject any bids which are nonresponsive, incomplete, obscure, or irregular; any bids which omit a bid on any one or more items on which the bids are required; any bids in which unit prices are unbalanced in the opinion of the Owner; any bids accompanied by insufficient or irregular bid guaranty; bids from Bidders who failed to perform properly or complete on time past Agency projects; and bids from Bidders who fail to meet the experience and qualification requirements set for in the Contract Documents as determined by the Owner.
