This contract is comprised of a base bid and two (2) Bid Alternates. The base bid consists of the replacement of the existing bridge as shown on the plans and described in the special notes. The base bid does not include Approach slab construction. Bid Alternate #1 includes the construction of the approach slabs as described in the special notes. Bid Alternate #2 consists of milling and paving the stretch of North Sanford Road to the project limits as shown on the plans and described in the special notes. The bidders are required to provide prices for all items, including both alternates. Broome County reserves the right to accept or reject any or all alternates. The lowest responsible bidder will be determined by the total amount of the base bid or base bid plus bid alternate 1 and/or bid alternate 2 may be selected, if any. If the contract is awarded, it will be awarded to the lowest responsible bidder on the basis of the bid most favorable to Broome County. The contract will require the completion of the work according to the contract documents. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instructions to Bidders. The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid. The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be required to pay prevailing wage rates on this contract. All work shall be substantially completed within 110 calendar days after issuance of notice to proceed (substantial completion date is September 18th, 2021).
