Demolition, site work, paving and new construction of a bridge / tunnel in Sanford, New York. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; for the demolition of a bridge / tunnel; and for the construction of a bridge / tunnel.

Deposit Required: Each Proposal must be made upon the forms provided by the County and shall be accompanied by a deposit of five percent (5%) of the amount of the bid. Said Deposit shall be made payable to Broome County, shall be considered a guarantee that the bidder will enter into the Contract with the County if it is awarded to him/her. Minimum Wage Rates shall be as determined by the New York State Department of Labor. This is a Federal Aid Project, State Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on September 1, 2020 as posted on the New York State Department of Transportation's website must be followed by the successful bidder. The DBE goal for this project is: 6% There are no M/WBE goals for this project. The EEO Employment goals for this project are: 1.1% Minority Employment Goal 6.9% Women Employment Goal Attention of bidders is called to the "Information for Bidders" in the Proposal, Specifications and Contract Agreements. ONE (1) ORIGINAL, ONE (1) DUPLICATE COPY and ONE (1) ELECTRONIC COPY on USB of the bid must be submitted in a sealed envelope with the words "Broome County Division of Purchasing", the Project Title and DPW Project Number, and the Contractor's name and address plainly printed on the outside. The bid number should be placed on the upper left corner of the envelope. Each bid must be in a separate envelope. Each Proposal must be accompanied by a Deposit of Cash, Certified Check or Bid Bond, payable to Broome County Director of OMB, in the amount specified by this advertisement. The retention and disposal of such Cash, Certified Check or Bid Bond, by the County, shall conform to Article 5A, Section 105 of the General Municipal Law, as amended. The successful Contractor will be required to execute the Contract and comply, in all respects, with Article 5A, Section 105 of the General Municipal Law, as amended. Bidders shall promptly notify Brenda Gowe of any errors, omissions, conflicts or ambiguity within the Contract Documents within 7 days of bid opening. This contract is comprised of a base bid and two (2) Bid Alternates. The base bid consists of the replacement of the existing bridge as shown on the plans and described in the special notes. The base bid does not include Approach slab construction. Bid Alternate #1 includes the construction of the approach slabs as described in the special notes. Bid Alternate #2 consists of milling and paving the stretch of North Sanford Road to the project limits as shown on the plans and described in the special notes. The bidders are required to provide prices for all items, including both alternates. Broome County reserves the right to accept or reject any or all alternates. The lowest responsible bidder will be determined by the total amount of the base bid or base bid plus bid alternate 1 and/or bid alternate 2 may be selected, if any. If the contract is awarded, it will be awarded to the lowest responsible bidder on the basis of the bid most favorable to Broome County. The contract will require the completion of the work according to the contract documents. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instructions to Bidders. The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid. The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be required to pay prevailing wage rates on this contract. All work shall be substantially completed within 110 calendar days after issuance of notice to proceed (substantial completion date is September 18th, 2021). Work shall be fully completed within 120 calendar days after issuance of notice to proceed (final completion date is September 28th, 2021)". The Broome County Board of Acquisition and Contracts (BAC) reserves the right to reject any and all Bids offered.
