Demolition, site work, renovation and addition to a library in Lincoln Park, New Jersey. Completed plans call for the renovation of a 6,697-square-foot library; for the addition of a 2,163-square-foot library; for site work for a library; and for the demolition of a library.
The Library reserves the right to reject any or all bids, to waive any informalities, deviations or omissions in any or all bids, and to accept such bids and make awards as may be most advantageous to the Library. All bids must be signed. Failure to do so shall cause the bid to be nonresponsive and rejected. No bids will be accepted after the date and time designated to receive bids. The Library is not responsible for any bid mailed or hand delivered which is lost in transit or delivered late. Each proposal must be made upon the prescribed forms furnished with the contract specifications and must be accompanied by a Consent of Surety from an approved Surety Company authorized to do business in the State of New Jersey, a Non-Collusion Affidavit, Acknowledgment of Principal, and Bid Bond or a Certified Check drawn on a solvent bank in the sum often percent (10%) of the total amount bid, not to exceed $20,000.00. The check or bond is to be made payable to the Lincoln Park Public Library and will be held by the Library s a guarantee that in the event the bid is accepted and the contract awarded to the bidder, the contract shall be duly executed and its performance properly secured; and in default thereof, said check or bond and the amount represented thereby will be forfeited to the aforesaid Lincoln Park Public Library as liquidated damages. Proposals must be accompanied in the case of corporations not charted in New Jersey, by proper certification that such cooperation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of P.L. 1975, c. 127. (N.J.A.C. 17:27). Bidders are required to comply with the Equal Employment Opportunity Requirements of N.J.S.A. 10:5 31 et seq. and the Affirmative Action Requirements of N.J.A.C. 17:27. Bidders are also required to comply with Chapter 150 of P.L. 1963 and the prevailing wage regulations promulgated thereunder. Simultaneously to bid submission, a Bidder must submit a Corporate Ownership Disclosure Statement in accordance with c.33, P.L. 1977. Failure to submit a Corporate Ownership Disclosure Statement with the bid shall result in the rejection of the bid pursuant to N.J.S.A. 40A:11 23.2. Each Bidder must also complete the Non-Collusion Affidavit contained in the Bid package. Bidders are required to comply with the requirements of the Local Public Contracts Law under N.J.S.A. 40A:11 1, et seq. Bidders are also required to comply with the Public Works Contractor Registration Act (N.J.S.A. 34:11 56.48, et seq.) which requires all contractors, subcontractors, or lower tier subcontractors (including subcontractors listed in bid proposals) who bid on or engage in the performance of any public work register with the New Jersey Department of Labor and Workforce Development. The Library Board expressly reserves the right to reject any and all bids, to waive any and all bids, to waive any minor informalities, irregularities or technicalities in the bids received as may be deemed best for the interests of the Library, and to accept the bid from the lowest responsible bidder. The contract will be awarded on the base bid amount. Plan and Specifications and blank forms for Proposal and Contract may be examined at the office of James P.
